The European Union has strongly condemned Russia's continued attacks on civilians, civilian infrastructure, humanitarian operations, commercial vessels and diplomatic missions, including a ballistic missile strike on the Kyiv region on 24 July that killed 11 people and injured around 100, and guided aerial bombs that hit Slovyansk the same day, killing at least five civilians and injuring at least nine, while destroying Latvia's Honorary Consulate. In a statement delivered at the OSCE Permanent Council No. 1575 in Vienna on 30 July 2026, the EU called again on Russia to end its war of aggression and agree to a full, immediate and unconditional ceasefire, expressing full solidarity with Ukraine and Latvia. The statement, issued by the EU Delegation to the International Organisations in Vienna, also condemned attacks on humanitarian facilities, including warehouses used by UNICEF, the World Food Programme and the World Health Organization, and reiterated calls for the release of three OSCE staff members — Vadym Golda, Maksym Petrov and Dmytro Shabanov — and the return of deported Ukrainian children.
