Council Renews EU-India Science Pact for Five Years, Effective from May 2025

Internal Market, Industrial Policy & Trade · Industry, Innovation and Internal Market · Policy Document · 2026-01-07

The Council of the European Union has confirmed the renewal of the EU-India Agreement for scientific and technological cooperation, which entered into force on 27 November 2025 and is effective for a further five-year period from 17 May 2025. The decision continues the framework for joint research and innovation activities between the EU and India, impacting researchers, universities, and businesses in both regions.

The renewal was formalised through a Council note dated 1 July 2026, referencing the original Agreement and its previous renewals under Council Decisions 2009/501/EC, 2015/1788/EU, and 2020/789/EU. The agreement falls under the EU's research and innovation policy area, emphasising international cooperation.

Policy orientations and trade-offs
The renewed agreement maintains the existing framework without introducing new numerical targets or binding commitments. It balances the EU's goal of fostering global scientific partnerships with the need to protect intellectual property and ensure mutual benefit. The trade-off involves deepening collaboration with a key strategic partner while managing potential technology transfer concerns.

Impact on stakeholders
EU researchers and institutions gain continued access to Indian research networks and funding opportunities, enhancing innovation capacity. Indian scientists similarly benefit from EU expertise and resources. EU businesses in high-tech sectors may face increased competition but also new collaboration avenues. National research agencies in both regions must coordinate administrative procedures, adding some bureaucratic burden.

Expected institutional follow-up
The European Commission will oversee implementation, with periodic reviews to assess progress. No further Council action is required unless amendments are proposed. The European Parliament is not directly involved in this executive agreement renewal.
