Commissioner Christophe Hansen, in a written answer on 18 June 2026, detailed the EU's existing and planned financial instruments to boost digital literacy among farmers, particularly older ones, in response to a parliamentary question from S&D MEP Marko Vešligaj. The answer signals the Commission's intention to leverage multiple funding streams to address the digital divide in an ageing farming population, where the average age is 57 and only 12% are under 40.
The question, submitted on 22 April 2026, highlighted that older farmers often struggle with digital tools, hindering their access to subsidies and project applications. Hansen's reply outlined that the Common Agricultural Policy (CAP) already supports digital education through Agricultural Knowledge and Innovation Systems (AKIS), including advisory services, training, and EIP-AGRI Operational Groups. Horizon Europe projects, using a multi-actor approach, involve farmers in designing tailored digital solutions, while thematic and advisory networks disseminate knowledge. Additional funding comes from cohesion-policy funds like the European Social Fund Plus (ESF+) for skills and national recovery and resilience plans.
Looking ahead, Hansen pointed to the Commission's proposals for the 2028-2034 multiannual financial framework, which prioritise digital transformation. The farming sector will benefit from national and regional partnership plans (NRPPs), the European Competitiveness Fund, and Horizon Europe. The NRPPs align with Digital Decade objectives, including digital skills, and aim to drive a data-driven transition in agriculture through cross-policy synergies. The answer, however, did not announce new targeted measures within the CAP beyond existing frameworks, instead emphasising continuity and future integration of digital goals into broader EU funding instruments. The Commission's response suggests a gradual, multi-fund approach rather than a dedicated programme for older farmers, potentially leaving gaps in immediate support for the most digitally excluded cohort.
