Commissioner Serafin, in a written answer on 14 July 2026, declined to publish a consolidated breakdown of the estimated financial burden per Member State under the proposed 2028–2034 Multiannual Financial Framework (MFF) and Own Resources package. The answer, responding to a parliamentary question from ECR MEPs Dick Erixon, Charlie Weimers, Beatrice Timgren, and Kristoffer Storm, stated that such data remain confidential because they are based on preliminary calculations and assumptions that may evolve during the legislative process. The Commission will only provide aggregate EU-level figures, including in the long-term forecast of future inflows and outflows of the EU budget.
The question, submitted earlier in 2026, had asked for a single, publicly accessible table showing per Member State the estimated total revenues to be collected for the EU budget across all own resources, including the share needed to repay and service NextGenerationEU and any other EU borrowing. It also requested a like-for-like comparison between the 2028–2034 MFF and the current 2021–2027 MFF. The Commission's refusal to disclose these figures means that Member States and citizens cannot directly compare their national contributions under the two frameworks. This lack of transparency may fuel concerns among net contributor countries about the fairness and accountability of the EU budget. The answer contains no concrete proposals or commitments to improve transparency, only a reaffirmation of existing practice. Institutional follow-up is expected as the legislative process on the MFF and Own Resources continues, with the European Parliament and Council likely to debate transparency requirements.
