The Horizontal Working Party on Cyber Issues (HWPCI) of the Council of the European Union has published a notice of meeting and provisional agenda for a meeting scheduled on 6 July 2026. The meeting will focus on the Irish Presidency's cybersecurity priorities, a proposed reform of the EU Cybersecurity Act (ENISA and certification framework), and the cyber diplomacy toolbox.

The agenda includes the adoption of the meeting agenda, a presentation of the Irish Presidency's priorities for the HWPCI on cybersecurity, and a discussion of the Presidency compromise text for Title II (Articles 3-70) of the proposed Cybersecurity Act 2. This title covers the European Union Agency for Cybersecurity (ENISA), the European cybersecurity certification framework, and ICT supply chain security. A restricted session will consider the cyber diplomacy toolbox.

The reform of ENISA and the cybersecurity certification framework could strengthen the EU's institutional capacity to respond to cyber threats and harmonize security standards across member states. Enhanced ICT supply chain security provisions may impose new compliance requirements on businesses and public entities, potentially increasing costs but also improving resilience. The cyber diplomacy toolbox discussions may lead to coordinated EU diplomatic responses to cyber incidents, affecting international relations and cyber governance norms. The Irish Presidency's priorities could shape the legislative agenda and influence the pace and direction of cybersecurity policy development in the EU.
