On 8 July 2026, the Council adopted an implementing decision amending the approval of Slovenia's recovery and resilience plan, replacing the 2021 annex in full. The amendment follows Slovenia's reasoned request of 26 May 2026, citing that 26 measures are partially no longer achievable due to objective circumstances. The total EU financial contribution remains unchanged at EUR 1,612,948,340 in grants and EUR 468,836,849 in loan support.
The amendments address three categories of measures. For C11-IB (sustainable tourism), the measure is partially unachievable due to applicant withdrawals from awarded contracts. C14-ID (health system accessibility) faces delays in public procurement outside Slovenia's control. C17-IE (alternative fuels infrastructure) suffers from lower-than-expected absorption capacity. Twenty-one other measures are revised to reduce administrative burden while maintaining their original objectives, covering areas such as energy efficiency (C3-IFL), digitalisation (C5-IC), and transport (C7-IG, C7-IH, C7-IJ, C7-IL, C7-IM, C7-IN, C8-IB, C8-IC, C8-ID, C9-IC, C9-ID), as well as research and innovation (C12-RB, C12-RC, C12-IE, C12-IF, C12-IG, C12-IHL), health (C15-ICL), and social inclusion (C16-IBL).
C7-IO and C7-IOL, which provide voluntary contributions to the EuroHPC Joint Undertaking for AI Gigafactories. The plan's climate and digital objectives remain high, with 43.05% of the total allocation dedicated to climate and 26.48% to digital. The Commission assessed the amended plan as still achieving an A rating (large extent) for green and digital transitions, and a B rating (medium extent) for cost plausibility.
The decision impacts several stakeholders. For Slovenia, the amendment provides flexibility to reallocate funds from underperforming measures to new priorities, reducing administrative burden. EU taxpayers see no change in financial exposure, as the total contribution is unchanged. The tourism sector loses some support due to withdrawn contracts, while the AI and high-performance computing sector gains new investment through the EuroHPC contributions. The health sector faces continued delays in accessibility improvements, though the measure remains in the plan with adjusted targets.
