On 8 July 2026, the Council adopted an Implementing Decision approving Germany's amended recovery and resilience plan (RRP), replacing the Annex of the original 13 July 2021 Implementing Decision. The amendments, requested by Germany on 29 May 2026 under Article 21(1) of the Recovery and Resilience Facility Regulation, cite objective circumstances that hinder full achievement of certain measures. The financial contribution remains unchanged at EUR 30,324,665,082.

measure 1.1.6 (Federal support for efficient heat networks) is partially no longer achievable due to limited availability of standardised technical solutions; measures 2.1.1, 2.2.3, 6.1.3, and 7.1.3 are adjusted to reduce administrative burden while maintaining original objectives. Two clerical errors are corrected: target 5 of measure 1.1.1 (Hydrogen projects within IPCEIs) and milestone 41 of measure 1.2.7 (Promotion of hydrogen and fuel cell applications in transport). The climate contribution decreases slightly from 44.9% to 44.1%.

The Commission's positive assessment confirms the amended RRP still meets all criteria in Article 19(3) of Regulation (EU) 2021/241. The estimated total cost of the plan is EUR 30,336,828,678, but the EU financial contribution remains unchanged. The Decision is addressed to the Federal Republic of Germany.

Stakeholder impact The amendments primarily affect German federal authorities and project implementers, who will face reduced administrative burden for the modified measures. The partial removal of measure 1.1.6 may slow the rollout of efficient heat networks, impacting district heating operators and consumers expecting faster decarbonisation. The unchanged financial contribution means no additional EU funds are allocated, limiting fiscal flexibility for the German government. The corrections to hydrogen targets provide clarity for industry stakeholders involved in IPCEI hydrogen projects.

Institutional follow-up Germany must now implement the amended RRP in line with the revised milestones and targets. The Commission will monitor progress and disburse funds based on achievement of the updated conditions. No further Council action is required unless additional amendments are requested.
