The EU Council's Ad hoc Working Party on Reconstruction and Support for Ukraine is scheduled to meet on 10 July 2026 at 14:30 in the Justus Lipsius Building in Brussels, according to a notice of meeting and provisional agenda published by the Council. The meeting will focus on two key items: the Ukraine Plan Amendment and the Ukraine Recovery Conference, alongside the adoption of the agenda and any other business.
The Working Party, which coordinates EU efforts on Ukraine's reconstruction, will examine the proposed amendment to the Ukraine Plan, a framework guiding financial and technical support for the country's recovery. The discussion on the Ukraine Recovery Conference aims to prepare for the upcoming international pledging event, which seeks to mobilise funds for rebuilding Ukraine's infrastructure and economy.
This meeting follows a series of EU initiatives to support Ukraine since the start of the war. The Council established the Ad hoc Working Party in 2023 to streamline reconstruction efforts. The Ukraine Plan, initially adopted in 2024, outlines priority sectors for investment, including energy, transport, and digital transformation. The Recovery Conference, co-hosted by the EU and Ukraine, is expected to take place later in 2026, building on previous conferences in Lugano (2022) and London (2023).
The meeting is closed to the public, with documents available on the Delegates Portal. The Working Party's recommendations will feed into Council decisions on further financial commitments and policy adjustments. Stakeholders, including EU member states and the European Commission, will be impacted by any changes to the Ukraine Plan, which could affect the allocation of funds from the Ukraine Facility, a €50 billion instrument established in 2024. Ukrainian authorities and international donors will also monitor the outcomes closely, as the amendment may adjust priorities based on evolving needs on the ground.
