The Permanent Representatives Committee (Coreper II) is scheduled to meet on 22 July 2026 at 10:00 in Brussels to adopt a series of decisions on restrictive measures against Russia, Belarus, and Iran, as well as to prepare a policy debate on the Multiannual Financial Framework (MFF) 2028-2034. The provisional agenda, published on 17 July 2026, lists multiple items to be adopted via written procedure, including sanctions renewals and new designations, alongside an exchange of views on the Middle East following the Foreign Affairs Council meeting of 13 July 2026.
The meeting will open with a policy debate on the MFF 2028-2034 negotiating box (doc 11901/26), setting the stage for broader budget negotiations. Coreper is expected to adopt via written procedure a Council Implementing Decision on the United Kingdom's participation in the Ukraine Support Loan (docs 11770/26, 11769/26), reinforcing EU-UK cooperation on Ukraine. On sanctions, the committee will adopt restrictive measures against Russia (docs 10019/1/26 REV 1, 10411/4/26 REV 4, 10413/4/26 REV 4) and related Ukraine measures (docs 9964/1/26 REV 1, 10417/4/26 REV 4, 10418/4/26 REV 4, 10419/3/26 REV 3, 10420/4/26 REV 4), as well as against Belarus (docs 10024/1/26 REV 1, 10414/4/26 REV 4, 10415/26 ADD 1 REV 4, 10415/4/26 REV 4) and implementing measures (docs 9969/1/26 REV 1, 9966/26, 9968/26). New restrictive measures against Iran for military support to Russia and actions in the Middle East and Red Sea region will also be adopted (multiple document sets).
Other adoption items include extending temporary protection for displaced persons until 4 March 2028 (docs 11694/26, 11946/26), amending the Ukraine Plan assessment Implementing Decision (docs 11796/26, 10767/26 + ADD 1), and adopting restrictive measures against serious human rights violations (docs 11561/26, 11558/26, 11560/26). The committee will also approve a framework participation agreement for the UK in EU civilian crisis management operations (docs 11991/26, 12004/26, 11948/26), and adopt the Regulation establishing the Union Customs Code and European Union Customs Authority (doc 11857/26 + ADD 1). Several Council Implementing Decisions under the Recovery and Resilience Facility (multiple docs) and an authorisation for Ireland to introduce an Energy Taxation Directive derogation (docs 11655/26, 11652/26) are also on the agenda.
On external action, Coreper will exchange views on the Middle East as a follow-up to the FAC meeting of 13 July 2026. Guidance for further work includes the appointment of the ESMA chairperson (doc 12015/1/26 REV 1). The committee will also adopt decisions on the EU CSDP Advisory Mission and EU Military Training Mission in the Central African Republic (docs 11223/26, 11221/26; 11216/26, 11215/26).
The agenda reflects a broad range of EU policy areas, from sanctions and migration to customs and energy taxation. The decisions, once adopted by Coreper, will typically be formally approved by the Council at a subsequent meeting without further debate. The MFF policy debate is expected to inform the negotiating box ahead of the European Council's discussions on the next long-term budget.
