The EU Council's Permanent Representatives Committee (Coreper) will meet on 8 and 10 July 2026 in Brussels to prepare upcoming ministerial Councils and adopt a wide range of decisions, including new restrictive measures against Russia, Belarus, and Ukraine, an extension of temporary protection for Ukrainian refugees, and progress on the Multiannual Financial Framework 2028-2034.

On 8 July, Coreper will take up General Affairs items including a state of play on new own resources for the MFF 2028-2034, approval of conclusions for the annual rule-of-law dialogue, and exchanges of views on Serbia's enlargement and Montenegro's financial package. Under Foreign Affairs, the committee will prepare the EU-India Trade and Technology Council scheduled for 15 July, approve a Common Understanding of threats, and prepare adoption of multiple restrictive measures against Russia, Belarus, and Ukraine (documents 10019/26, 9964/26, 10024/26, 9969/26, 11486/26). Economic and Financial Affairs items include a policy debate on the capital market integration and supervision package (11406/26), adoption of Council Implementing Decisions under the Recovery and Resilience Facility, adoption of integrated country-specific recommendations for the European Semester 2026, and approval of EU terms of reference for the G20 Finance Ministers meeting on 31 August-1 September.

On 10 July, Coreper will prepare a political agreement on extending temporary protection until 4 March 2028, exchange views on the Middle East, and approve a statement on the letter by the Authority for Political Parties and Foundations. The annex lists non-discussion items including Council Implementing Decisions authorising tax derogations for Belgium, Croatia, and Italy; accession negotiation outcomes for Moldova and Ukraine (cluster 6); restrictive measures against Guinea, Russia, cyber-attacks, human rights violations, and Sudan; launching the EU Partnership Mission in Armenia; extending mandates for EU Special Representatives for Bosnia and Herzegovina, the Sahel, and the Horn of Africa; and authorising support from the EU cybersecurity reserve for Moldova.

The decisions will feed into the 13-14 July Foreign Affairs and General Affairs Councils.
