A notice of meeting and provisional agenda published by the EU Council on 1 July 2026 schedules a meeting of the Working Party on Land Transport for 7 July 2026. The meeting will debrief recent trilogue negotiations and examine legislative proposals on heavy-duty vehicle CO2 emission classes and the Roadworthiness Package, advancing EU transport policy.
The working party will receive a debrief from the 30 June 2026 trilogue on amending Directives 1999/62/EC, 1999/37/EC, and (EU) 2019/520 regarding CO2 emission classes for heavy-duty vehicles with trailers. The aim is to clarify and simplify provisions, potentially leading to stricter CO2 standards for such vehicles and reducing transport sector emissions.
Additionally, the working party will debrief the first trilogue on 2 July 2026 for the Roadworthiness Package, which includes amendments to Directive 2014/45/EU on periodic roadworthiness tests and Directive 2014/47/EU on technical roadside inspections. Members will examine a four-column document (ST 11343/26 + ADD1 + ADD2) for the package. Enhanced testing and inspections could improve vehicle safety and reduce accidents, but may increase costs for transport operators.
The meeting will also debrief the first trilogue on 2 July 2026 for the proposal on vehicle registration documents and data, repealing Directive 1999/37/EC. A four-column document (ST 11331/26 + ADD1 to ADD3) will be examined. Harmonized registration data across Member States could streamline administrative processes and data sharing, supporting digitalization of transport systems.
Any other business will be addressed. The meeting outcomes will feed into further Council deliberations and eventual adoption of the legislative acts.
