The Permanent Representatives Committee (Coreper) will meet on 3 July 2026 to discuss updates to the Eurovignette directive, roadworthiness rules, and limits on carcinogens at work, according to a provisional agenda published on 1 July 2026. The meeting, chaired by the Irish Presidency, will also adopt non-controversial 'I' items and hear a work programme update.
Coreper (Part 1) will receive a Presidency debriefing on the trilogue outcome for amending Directive 1999/62/EC on the charging of heavy goods vehicles for infrastructure use (Eurovignette). The revision aims to introduce distance-based tolls and better reflect pollution costs, impacting transport operators and national tolling systems. A separate debriefing will cover the Roadworthiness Package, which updates rules on vehicle registration documents and periodic technical inspections to improve road safety.
Ambassadors will also analyse the final compromise text for the sixth batch of revisions to Directive 2004/37/EC on protecting workers from carcinogens, mutagens, and reprotoxic substances. This batch sets new occupational exposure limits, strengthening health protections for workers in sectors such as manufacturing and construction.
The meeting proceeds via the silence procedure for non-controversial items listed in the annex. Any other business may be raised by delegations. The outcomes will feed into subsequent Council decisions and final adoption of the directives.
Transport operators face potential cost increases from revised tolling, while road safety may improve through stricter inspections. Workers benefit from lower exposure limits to hazardous substances, though compliance costs may rise for employers. EU legislative progress is streamlined through Coreper's preparatory role.
