Kosovo and the European Commission held the annual Instrument for Pre-Accession Assistance (IPA) Monitoring Committee meeting in Pristina on 16 June 2026, co-chaired by Florim Canolli, Kosovo's National IPA Coordinator, and Jiri Plecity, Head of the European Commission's DG for Enlargement and Eastern Neighbourhood Unit for Serbia, Kosovo. The meeting reviewed the implementation of EU financial and technical support under IPA, with a focus on advancing reforms tied to Kosovo's EU integration path.
Since 2007, IPA assistance has been a key EU instrument for Kosovo's development, further enhanced by the EU's Growth Plan in 2024. Discussions covered horizontal challenges and progress across sectors, addressing political and economic criteria for EU integration, with particular emphasis on rule of law, public administration reform, structural reforms, private sector development, human capital, and inclusive society. The meeting also reviewed EU investments through the Western Balkans Investment Framework and Cross-Border Cooperation programmes.
Both sides underlined the importance of effective implementation, monitoring, and follow-up on EU assistance. The European Commission welcomed the government's commitment to strengthening Kosovo's absorption capacity and improving donor coordination. While acknowledging progress, the Commission stressed the need for timely implementation of all agreed projects to ensure tangible benefits for citizens and businesses, and highlighted that several challenging projects require prompt action by relevant authorities.
Kosovo reaffirmed its commitment to closely monitor project implementation and continue working towards effective delivery of EU-supported reforms. The two sides agreed to strengthen cooperation to maximise IPA impact and support reform implementation efficiently. Since 1999, the EU has invested over EUR 3.7 billion in Kosovo, making it the largest provider of financial assistance to the country.
