The European Union has called on Kosovo's institutions to refrain from actions that would prevent the reintegration of Kosovo Serb judges, prosecutors and support staff into the justice system, warning that recent decisions by the Kosovo Prosecutorial Council (KPC) and the Acting President appear incompatible with the law and rule of law requirements. In a statement on 21 July 2026, the EEAS spokesperson expressed concern over the KPC's decision on 20 July to accept resignations that had already been withdrawn, and over the Acting President's subsequent decree on 21 July confirming those resignations. The EU had consistently urged Kosovo to enable the reintegration of Serb judicial personnel in line with Kosovo law and Dialogue agreements. The EU welcomed the withdrawal of resignations on 15 July 2026, but said the subsequent acceptance of those resignations undermines due process and the multi-ethnic character of Kosovo's justice system, which under the Constitution must reflect the country's ethnic diversity. The statement did not specify what consequences Kosovo might face if it continues to block reintegration.
