The Council of the European Union's Terrorism Working Party (TWP) will meet on 24 July 2026 in Brussels to discuss online radicalisation in the gaming ecosystem and receive updates on counter-terrorism and countering violent extremism (CT/CVE) incidents and activities. The meeting, scheduled for 09:30 at the Justus Lipsius building, will include presentations from the European Commission, the EU Knowledge Hub on the Prevention of Radicalisation, Europol, the EU Intelligence and Situation Centre (IntCen), the GEMS project, and delegations from the Netherlands, Finland, and Portugal, followed by an exchange of views. Europol will attend the entire session.
The agenda also includes information on CT/CVE incidents (item 4) and activities by the Commission, the European External Action Service, the Office of the EU Counter-Terrorism Coordinator, and Europol (item 5). The meeting will cover classified information at the CONFIDENTIEL UE/EU CONFIDENTIAL level, requiring delegates to hold a valid Personnel Security Clearance (PSC) at that level or higher to attend classified items. Delegations must submit participant lists by 17 July 2026, with a maximum of two participants per delegation, and no admission will be granted without a valid PSC record or original certificate from a National Security Authority. All electronic devices must be stored in lockers during classified discussions.
The meeting reflects ongoing EU efforts to address evolving terrorist threats, particularly the use of online platforms for radicalisation. The focus on gaming ecosystems marks a relatively new area of concern, as extremists have been known to exploit gaming communities and in-game communication tools to spread propaganda and recruit individuals. The TWP meeting aims to share best practices and coordinate responses among member states and EU bodies.
