The European Commission published the draft annual EU budget for the 2027 financial year on 9 July 2026, setting out planned revenue and expenditure across all EU institutions and bodies. The document (COM(2026) 300 final) includes a general introduction, a general statement of expenditure, a general statement of revenue, and a detailed breakdown by section for each institution. The draft covers 10 sections: the European Parliament, the European Council and Council, the European Commission, the Court of Justice of the European Union, the European Court of Auditors, the European Economic and Social Committee, the European Committee of the Regions, the European Ombudsman, the European Data Protection Supervisor, and the European External Action Service. The proposal, designated as 2026/0196 (BUD), serves as the Commission's formal starting point for the annual budget negotiations between the European Parliament and the Council. The draft budget will now be examined by the Council, which is expected to adopt its position in the autumn, followed by the Parliament's reading and a conciliation process if needed.
