The European Union's Budget Committee is scheduled to meet on 9 July 2026 at 09:30 in the Justus Lipsius Building, Brussels, to discuss the 2027 draft budget, long-term financial forecasts, and preparations for upcoming interinstitutional negotiations. The meeting, announced in a notice of meeting and provisional agenda published by the Council, will be held in 1+2 format.

The central item on the agenda is the revised Presidency compromise proposal on revenue and expenditure for all headings of the 2027 draft budget (document WK 9306/2026 REV 2 + ADD 1). This proposal follows earlier discussions and aims to bridge differences among member states on budget priorities. The committee will also hear a presentation from the European Commission on the long-term forecast for EU budget inflows and outflows covering 2027-2034 (document 11592/26), providing a forward-looking perspective on the Union's fiscal trajectory.

In preparation for interinstitutional meetings scheduled for 16 July 2026, the committee will review documents related to trilogue discussions on the payments situation and the Next Generation EU (NGEU) recovery instrument (documents WK 10010-10014/2026). These talks involve the European Parliament and the Council, and the committee's input will shape the EU's negotiating position.

A separate decision item concerns a request from Frontex, the European Border and Coast Guard Agency, to lease three office floors for its Training Centre in Warsaw, Poland, under Article 272(3) of the Financial Regulation (document WK 9994/2026). The committee will vote on whether to approve the lease, which has budgetary implications.

Under any other business, the committee will consider a request from the Court of Justice of the European Union for a transfer of appropriations (No 1-INF/2026, dated 6 July 2026) under Article 29 of the Financial Regulation (document WK 9979/2026). This transfer would reallocate funds within the Court's budget.

The meeting comes as the EU faces pressure to balance fiscal discipline with spending demands in areas such as migration, climate, and competitiveness. The 2027 draft budget is a key step in the annual budgetary procedure, which requires approval by the Council and the European Parliament. The committee's decisions will affect EU taxpayers, member state budgets, and beneficiaries of EU programs, including farmers, researchers, and regional development projects. A positive outcome for Frontex's lease would support the agency's operational capacity, while the long-term forecast may signal future funding constraints or opportunities.
