The European Union has deployed an Election Observation Mission (EOM) to São Tomé and Príncipe to observe the country's presidential, parliamentary, local and regional elections, the European External Action Service (EEAS) announced on 1 July 2026. The mission, led by Member of the European Parliament Sérgio Humberto as Chief Observer, was deployed at the invitation of the Santomean government and the National Election Commission.
This is the second time the EU has observed elections in São Tomé and Príncipe, reflecting the bloc's commitment to supporting democratic institutions in the country. The mission's mandate is to assess compliance with the Santomean Constitution and laws, as well as international commitments on democratic elections. The EU EOM is independent of EU institutions and Santomean authorities, and does not interfere in the electoral process.
A core team of seven analysts arrived in São Tomé on 14 June, and long-term observers began field observation on 30 June. They will be joined by 14 short-term observers shortly before election day, and on election days, observers from EU diplomatic missions accredited to the country will also participate. All observers are bound by a code of conduct ensuring neutrality and impartiality.
The mission will meet with the National Election Commission, authorities, political parties, candidates, civil society, academia, media, and the international community. Two days after each election day, a preliminary statement will be presented, followed by a final report with recommendations for future electoral processes. Chief Observer Humberto called for peaceful elections and strong public participation.
