The EU Council's Working Party on Competitiveness and Growth (Internal Market) is scheduled to meet on 15 July 2026 at 10:00 in Brussels to discuss e-commerce and product legislation, according to a notice of meeting and provisional agenda published on 9 July 2026. The meeting will focus on updates from the European Commission regarding its February 2025 communication on a comprehensive toolbox for safe and sustainable e-commerce, as well as online marketplace responsibilities under the Digital Services Act. Additionally, the Commission will present and hold exchanges of views on the revision of the Market Surveillance Regulation and the revision of the New Legislative Framework.

The meeting will begin with the adoption of the agenda, followed by Commission updates on the February 2025 communication (doc. 6047/25), which outlines measures to enhance e-commerce safety and sustainability. The Commission will also update members on the implementation of the Digital Services Act, particularly concerning obligations for online marketplaces. Subsequently, the Commission will present revisions to the Market Surveillance Regulation, which governs how national authorities enforce product safety rules, and the New Legislative Framework, which sets out the general principles for product regulation in the EU. These revisions aim to strengthen enforcement and adapt to digital market challenges. Any other business may be raised by member state representatives.

The meeting updates EU member state representatives on Commission plans for e-commerce safety and product market surveillance reforms, with no prior coverage of this specific meeting in the last 180 days. The discussions are expected to inform future legislative proposals and coordination among member states.
