On 9 July 2026, the European Commission adopted 10 decisions by empowerment procedure, covering state aid, social fund amendments, gender equality opinions, and replies to national parliaments. The decisions were taken under the empowerment procedure, which allows the Commission to adopt certain measures without a formal vote by the College of Commissioners.

In the employment field, the Commission adopted an implementing decision amending C(2022) 3168 to approve the "ESF Plus 2021–2027 Bayern" programme for support from the European Social Fund Plus under the "Investments in employment and growth" goal for the region of Bavaria (CCI 2021DE05SFPR003). On justice, the Commission issued an opinion on the draft Single Programming Document 2027-2029 under Regulation (EC) No 1922/2006 establishing the European Institute for Gender Equality.

The Secretariat-General adopted five decisions replying to national parliaments' opinions: to OIREACHTAS (IE) on COM(2025)555 final; to CAMERA DEPUTAȚILOR (RO) on COM(2025)530 final; to CAMERA DEI DEPUTATI (IT) on COM(2025)840_COM(2025)842 final; to SENAT (RO) on COM(2025)840 final; and to CAMERA DEPUTAȚILOR (RO) on COM(2025)872 final.

The empowerment procedure is a standard administrative tool used by the Commission to adopt routine or technical decisions without requiring a full College meeting. The 10 decisions adopted on 9 July 2026 reflect the Commission's ongoing work in competition policy, social fund management, gender equality, and dialogue with national parliaments.
