The European Union expressed deep concern over the human rights situation in South Sudan and the persistent failure to implement the Revitalized Agreement on the Resolution of the Conflict in South Sudan (R-ARCSS), during an interactive dialogue at the 62nd session of the UN Human Rights Council on 3 July 2026. In a statement delivered in Geneva, the EU highlighted ongoing violence, displacement, systemic violations of international human rights and humanitarian law, including impunity and sexual and gender-based violence, and called for accountability.

The EU urged all parties to return to dialogue and recommit to the peace agreement, including the establishment of the Hybrid Court for South Sudan. It stressed that lasting peace requires sustained political will, regional cooperation, transitional justice, and inclusive governance. The EU voiced particular concern over the announced election date, noting the persistent exclusion of key political stakeholders and deviations from the peace agreement, which it called the paramount instrument for conflict resolution.

The European Union reaffirmed its financial support for South Sudan's development, including 300 million euros for 2021-2027 in sectors such as education, health, agriculture, infrastructure, and governance, as well as 106 million euros in humanitarian assistance in 2025. The EU also posed a question to the UN High Commissioner for Human Rights on steps the Office and the international community can take to support the peace process, including real dialogue and preparation for credible elections.
