The Permanent Representatives Committee (Coreper) will meet on 15 July 2026 at 09:30 in Brussels to advance several key legislative files in energy, internal market, and transport, according to a provisional agenda published by the Council on 13 July 2026.

Under energy, Coreper will take stock of the implementation of the Regulation on methane emissions reduction in the energy sector (document 11653/26) and receive a presidency debriefing on the trilogue outcome for the European Grids Package. The Grids Package amends Directives (EU) 2018/2001, (EU) 2019/944, and (EU) 2024/1788 to accelerate permit-granting for grid projects. On internal market and industry, the committee will provide guidance for further work on the 28th Regime Corporate Legal Framework – EU Inc. (document 11522/26) and on the Regulation on accelerating industrial capacity and decarbonisation, known as the Industrial Accelerator Act (document 11374/26). In transport, Coreper will analyse the final compromise texts for the Eurovignette Directive amendment (document 11600/26) and for the Regulation on enforcement of passenger rights (document 11583/26 + ADD 1).

The agenda also includes a series of non-discussion items listed in an annex: approval of minutes from the AGRIFISH Council meeting of 26 May 2026 and the COMPET Council meeting of 28-29 May 2026; approval of third-party attendance at Working Parties on Telecommunications (3 September 2026) and Competitiveness (7 September 2026); adoption of a Council Decision on a Protocol amending the Euro-Mediterranean Aviation Agreement with Morocco; and confirmation of a final compromise text empowering France to accede to the Inter-American Convention for the Protection and Conservation of Sea Turtles.

Coreper's discussions will shape the Council's positions ahead of formal adoption. The meeting marks a step towards finalising the Grids Package, which aims to cut red tape for grid expansion, and the Industrial Accelerator Act, designed to boost clean-tech manufacturing. The EU Inc. initiative seeks to create a harmonised corporate legal framework for startups and scale-ups across the Union. The Eurovignette amendment and passenger rights regulation will affect road hauliers and travellers, respectively.

Energy grid operators and renewable developers stand to benefit from faster permit-granting under the Grids Package, while national authorities may face administrative adjustments. The Industrial Accelerator Act could lower compliance costs for industrial decarbonisation projects but may raise concerns about state aid implications. The EU Inc. framework would reduce legal fragmentation for cross-border businesses, potentially increasing competition. Transport operators will be affected by revised road-charging rules under Eurovignette, and passengers by strengthened enforcement of their rights.

Coreper's guidance will feed into the Council's preparatory bodies. The Grids Package and Industrial Accelerator Act are expected to proceed to trilogue negotiations once the Council agrees its position. The Eurovignette and passenger rights files are nearing final adoption, pending Coreper's analysis.
