The Permanent Representatives Committee (Coreper II) of the Council of the European Union has published a provisional agenda for its meetings on 8 and 10 July 2026 in Brussels, outlining preparations for key decisions on the Multiannual Financial Framework (MFF) 2028-2034, enlargement, and restrictive measures against Russia and Belarus.

On 8 July, Coreper will take up General Affairs items including a state of play on new own resources for the MFF 2028-2034, preparation for the General Affairs Council of 14 July 2026 (with rule-of-law conclusions), an exchange of views on Serbia's enlargement, and a Commission presentation on the financial package for Montenegro's accession negotiations. Foreign Affairs items that same day cover preparation for the EU-India Trade and Technology Council (scheduled for 15 July 2026 in Brussels) and the Foreign Affairs Council of 13 July 2026, which will address Russia's war against Ukraine and the Black Sea situation. Restrictive measures against Russia, Belarus, and Ukraine are also prepared for adoption.

On 10 July, Coreper will continue with General Affairs (rule-of-law conclusions) and Foreign Affairs items, including the Middle East situation, the EU-India TTC, and further restrictive measures on Russia, Ukraine, and Belarus.

adoption of Council Decisions on the EU Partnership Mission in Armenia (EUPM Armenia), assistance measures under the European Peace Facility for the Democratic Republic of the Congo and Moldova, and restrictive measures against cyber-attacks and human rights violations. Accession negotiations with Moldova and Ukraine (cluster 6: external relations) are approved. The item on extending temporary protection until 4 March 2028 has been withdrawn.

Coreper's preparations will feed into the upcoming General Affairs and Foreign Affairs Councils, with decisions expected on MFF own resources, enlargement steps for Serbia, Montenegro, Moldova, and Ukraine, and sanctions renewals against Russia and Belarus.
