On 7 July 2026, the European Parliament adopted a resolution approving the mobilisation of the European Union Solidarity Fund (EUSF) to provide EUR 144.1 million in financial assistance to Romania, Cyprus, and Spain for natural disasters that occurred in 2025. The resolution allocates EUR 14.3 million to Romania for floods in late May/early June 2025 affecting the Centru, Sud Muntenia, and Nord Est regions (total direct damage: EUR 573.6 million); EUR 9.2 million to Cyprus for wildfires in July 2025 in the Limassol and Pafos regions (total direct damage: EUR 252.7 million); and EUR 120.6 million to Spain for wildfires in August 2025 affecting 16 Autonomous Communities (total direct damage: EUR 4.32 billion). The decision provides immediate financial relief for emergency response and reconstruction, underscoring the accelerating impacts of climate change on the frequency and severity of natural disasters in Europe.

The resolution calls for accelerated and simplified EUSF procedures, increased investment in climate mitigation and adaptation, and prioritisation of vulnerable populations in recovery. It emphasises restoration and reinforcement of critical infrastructure (transport, energy, water, health, communications) and effective synergies with other EU funds such as ERDF, ESF+, EAFRD, and the Recovery and Resilience Facility. The Parliament also urges rapid and solid damage assessments, full transparency and ex-post control of EUSF resources, and exploration of higher advance payments and rule amendments to speed up mobilisation. Specific support is requested for the reconstruction of the Praid Salt Mine in Romania.

The resolution stresses that EUSF assistance must not detract from other Union funding and urges Member States to leverage complementary instruments such as RESTORE and EAFRD flexibilities. It calls for broader budgetary assessment and additional financial instruments, including greater flexibility in Cohesion Policy funds, ESF+, and the European Globalisation Adjustment Fund. The decision also highlights the importance of preventive measures, strict budgetary control, and coordination across national, regional, and local levels to ensure transparent and equitable distribution of funds. The adopted resolution represents Parliament's formal approval of the budgetary decision, which now enables disbursement to the affected Member States.
