The European Union formally launched the EU Partnership Mission in Armenia (EUPM Armenia) on 13 July 2026, a civilian advisory mission aimed at strengthening Armenia's resilience against evolving threats such as cyber attacks, foreign information manipulation and interference (FIMI), and illicit financial flows. The launch was marked by a roundtable event in Yerevan hosted by Civilian Operations Commander and EEAS Managing Director Stefano Tomat, Armenian Deputy Foreign Minister Vahan Kostanyan, EU Ambassador Vassilis Maragos, and EUPM Head Cosmin Dinescu, coinciding with the adoption of the Council Decision on the mission's launch.
The mission, established at the request of the Armenian government, operates under the EU's Common Security and Defence Policy (CSDP) and has no executive mandate, meaning it does not participate in Armenian decision-making. EUPM Armenia will provide strategic advice, technical expertise, and institutional capacity-building to strengthen policy frameworks and enhance government capacities in its mandate areas. The roundtable brought together civil society, academia, and policy experts to discuss the mission's role as a partner for Armenia's resilience.
EUPM Armenia was initially established on 21 April 2026 and launched on 13 July 2026. The mission is part of a broader EU approach combining short- and long-term support to bolster Armenia's institutional capacity in the face of increasingly complex challenges. The launch marks a new chapter in EU-Armenia partnership, reaffirming the EU's commitment to supporting the country's stability and security.
