The European Commission published a report on 2 July 2026 evaluating the EU Work Plan for Culture 2023-2026, based on a survey of Member States conducted from 3 February to 19 March 2026, to inform the next work plan. The report finds the plan broadly effective but recommends sharper focus, better follow-up, and stronger links between outputs and implementation for the next cycle.

Key achievements include an Open Method of Coordination (OMC) group report in July 2023 on artists' working conditions, a mutual learning seminar on social protection in May 2025, and Council conclusions on young artists in May 2025. The Culture Compass for Europe, published in November 2025, proposes an EU Artists' Charter by 2027.
Of the 26 Member States that replied to the survey, most agreed the priorities were appropriate but noted uneven translation into national outcomes. OMC groups were rated the most effective cooperation tool, though challenges included broad mandates and administrative burden. The report notes the Culture Compass aligns with the proposed Agora EU programme and other MFF instruments.
The report's findings will inform the next EU Work Plan for Culture, which is expected to be adopted by the Council. The Commission recommends that the next plan include clearer objectives, measurable targets, and a stronger monitoring framework to ensure that EU-level cooperation translates into tangible benefits for the cultural sector across Member States.
