European Commission to update EU Business Transfer rules as baby boomers retire.

Europe is set to receive an updated European Commission recommendation on the EU Business Transfer framework, replacing the 1994 rules, as millions of baby boomers retire and a wave of small-business handovers approaches. Eurochambres will host the “Business Transfer: Surfing the Wave of the Great Transition” event on 16 April 2026 in Brussels, organized with the European Committee of the Regions. The event will examine how chambers of commerce and industry can identify potential sellers, raise early awareness, and guide entrepreneurs to essential support services, acting as local one-stop shops to smooth transitions and sustain Europe’s small businesses.

A high-level panel with representatives from key EU institutions and entrepreneur testimonies will discuss challenges, opportunities, and the importance of post-takeover mentoring. Registration is free but mandatory (deadline 13 April); on-site registration the day of the event is not possible.
