The European Union and Lebanon held the 4th meeting of their Sub-Committee on Transport, Energy, Environment and Water on 16 July 2026, according to a press release published by the European External Action Service (EEAS) on 17 July. The meeting reviewed cooperation in key sectors and discussed reforms, with the EU reaffirming solidarity with Lebanon following the recent conflict.

The sub-committee, co-chaired by Ambassador Mila Jabbour from the Office of the Deputy Prime Minister of Lebanon and Alessio Cappellani, Head of Division for Jordan, Lebanon and Syria at the EEAS, took place within the framework of the EU–Lebanon Association Agreement. It followed the EU–Lebanon Association Council held in December 2025.

In the transport sector, the agenda covered EU transport policies including the new EU Maritime Strategy and Ports Strategy, and reviewed developments in Lebanon's civil aviation, maritime transport, and land transport infrastructure, emphasising the need for reforms to improve efficiency and safety.

Energy discussions focused on enhancing Lebanon's institutional energy framework, particularly after the establishment of the Electricity Regulatory Authority, and explored EU support for Lebanon's energy transition, renewable energy production, and regional connectivity.

On environment, the meeting addressed solid waste management reforms and biodiversity conservation initiatives. In the water and wastewater sector, the EU and Lebanon assessed implementation of the Water Sector Recovery Plan, noting that progressive tariff revision and increased subscription and collection rates are critical for strengthening the financial performance of Water Establishments.

The discussion also covered climate challenges affecting various sectors, emphasising the need for innovative solutions and reforms in environmental protection, energy, and water. Both sides reaffirmed their commitment to deepening cooperation and alignment with European strategies.
