The Council of the European Union (General Affairs) will convene on 14 July 2026 at 10:00 in Brussels to adopt its agenda, approve "A" items, and hold legislative and non-legislative sessions, according to a notice of meeting and provisional agenda published on 29 June 2026.
The meeting, to be held in the Europa building, will open with the adoption of the agenda and possible approval of "A" items, which include both non-legislative and legislative lists. The legislative list will be a public deliberation as required by Article 16(8) of the Treaty on European Union. Legislative deliberations will follow, also conducted in public.
Under any other business, the Presidency will provide information on the Multiannual Financial Framework 2028-2034, a key budgetary negotiation that will shape EU spending for the next seven-year period. The non-legislative session includes a presentation by the Irish Presidency on its priorities, followed by an exchange of views. Ministers will also hold an exchange of views on simplification, covering its state of play and future orientation. The Council is expected to approve conclusions on the evaluation of the annual rule-of-law dialogue.
A lunch discussion is scheduled on the One Europe, One Market roadmap, with the EU Rapporteur on the future of the Single Market. A special legislative procedure item, based on a Commission proposal, will be debated in public under Article 8(3) of the Council's Rules of Procedure.
