On 8 July 2026, the Council adopted an implementing decision approving Latvia's amended recovery and resilience plan (RRP), replacing the annex to its 13 July 2021 decision. The amendments, requested by Latvia on 27 May 2026, adjust 22 measures due to objective circumstances that made parts of the original plan unachievable. The total financial contribution remains unchanged at EUR 1,969,244,522.
Two measures are amended due to delays in procurement and supply chains: measure 2.3.2.3.i (bridging the digital divide for pupils) and measure 3.1.2.1.i (improving access to services for people with impairments). Eighteen measures are revised to reduce administrative burden while keeping their original objectives. Two measures see increased implementation using freed-up resources: measure 3.1.1.7.i (low-rent housing loans) and measure 3.1.2.6.i (technical aids). The digital transition contribution decreases slightly from 22.75% to 22.58% of total allocation, as EUR 3,010,779 is reallocated from a digital measure to a non-digital one. The Commission's positive assessment of the RRP's relevance, effectiveness, efficiency, and coherence remains unaffected.
The amendments reduce administrative burden for national authorities and implementing bodies, easing implementation. For beneficiaries of digital measures (pupils, people with impairments), delays may slow access to services. The reallocation of funds to housing and technical aids benefits those sectors, while the slight reduction in digital spending may marginally slow digital transition goals. The unchanged total contribution provides certainty for Latvia's budget planning. The Council's decision formalises the changes, with implementation to proceed under the revised plan.
