On 24 June 2026, the Council of the European Union adopted a decision establishing the EU's position within the EU-Monaco Joint Committee to update the Annex to the Agreement between the European Community and the Principality of Monaco on the application of certain Community acts on the territory of Monaco. The update will add newly adopted Union acts and remove those that have been repealed, ensuring the Annex reflects current EU legislation applicable in Monaco.

The Joint Committee, established under Article 3(1) of the Agreement, is empowered to amend the Annex. The last such amendment was made by Joint Committee Decision No 1/2013 on 12 July 2013. Since then, the Union has adopted new acts falling within the scope of the Agreement, while some previously listed acts have been repealed. The Joint Committee is scheduled to adopt a decision by written procedure to incorporate these changes. The EU position is based on a draft Joint Committee Decision attached to the Council Decision. Minor technical changes to that position may be agreed without requiring a further Council decision. The Joint Committee Decision will be published in the Official Journal of the European Union.

The decision impacts EU institutions and the Principality of Monaco by ensuring legal alignment. For EU businesses and citizens, the update provides clarity on which Union rules apply in Monaco, reducing legal uncertainty. Monaco's authorities will need to implement the updated acts, potentially requiring administrative adjustments. The removal of repealed acts streamlines the regulatory framework, lowering compliance costs for economic operators active in Monaco. The Council Decision enters into force on the day of its adoption.
