The European Union and its Member States, in a statement delivered on 17 June 2026 at the UNHCR 93rd Standing Committee in Geneva, urged UNHCR, UNDP and IOM to jointly clarify their coordination arrangements regarding respective roles, responsibilities and comparative advantages in internally displaced persons (IDP) settings. The statement, delivered under agenda item 3 on UNHCR's engagement with IDPs, expressed deep concern over rising protection risks, unmet needs, and limited durable solutions as internal displacement becomes increasingly protracted.

The EU reaffirmed its commitment to the UN Secretary-General's Action Agenda on Internal Displacement, which sets three goals: meeting IDP protection and assistance needs, preventing new displacement, and advancing durable solutions. The statement stressed that governments carry primary responsibility for protecting displaced citizens and called for supporting national and local authorities to enable inclusive policies and reduce reliance on humanitarian aid. The EU welcomed ongoing efforts by UNHCR, UNDP and IOM under the Global Solutions Hub but requested a clearer consolidated overview of where efforts are focused, what results are pursued, and how progress is measured. The statement also highlighted the relevance of the UN80 initiative and the Humanitarian Reset, urging these to translate into clearer division of labour and simplified coordination. The EU encouraged systematic engagement with international financial institutions, notably the World Bank, to scale durable solutions and strengthen national capacities. Finally, the EU reiterated interest in hearing progress on UNHCR's Strategic Plan for Protection and Solutions of Internally Displaced People (2024–2030) and follow-up to the IASC review on internal displacement.
