MEP Gaetano Pedulla' (The Left) and six fellow MEPs have asked the European Commission to investigate whether Italian government actions against state broadcaster RAI breach the European Media Freedom Act (EMFA). The parliamentary question, tabled on 7 July 2026, warns that political interference and funding cuts threaten RAI's independence and financial viability, impacting media pluralism in Italy.

RAI's parliamentary supervisory board resigned after nearly two years of deadlock, and Economy Minister Giancarlo Giorgetti reportedly insisted on appointing two board members, which the MEPs argue violates EMFA provisions shielding public media from government influence. Italy's latest draft budget also cuts RAI funding by EUR 10 million, which board members Natale and Di Majo have said could limit the broadcaster's public service mission.

The MEPs specifically ask the Commission whether it is examining Giorgetti's comments for a possible EMFA breach, whether the funding cuts comply with EU standards on adequate public service financing, and what action it will take if RAI's editorial independence is found compromised. The question also notes that Forza Italia, a government coalition partner, maintains close ties with the Berlusconi family, which owns RAI's main private competitor.

The Commission is expected to reply within approximately six weeks; its answer will signal its stance on enforcing media independence rules under EMFA.

RAI faces potential further financial strain and governance interference, while Italian taxpayers may bear costs of any restructuring. Private competitor Mediaset could benefit from a weakened RAI, but media pluralism advocates warn of reduced diversity. The Commission's response will test EMFA enforcement credibility.
