Hydrogen Europe responded to a public consultation on the Do No Significant Harm (DNSH) principle under the EU Taxonomy. The document notes inconsistent DNSH application across EU instruments and Member States, creating uncertainty for hydrogen projects and slowing investments. It advocates a 5 tonnes per day threshold aligned with the EU Emissions Trading System (ETS) to reduce administrative burdens, and calls for technology-neutral DNSH criteria, simplified verification, and harmonised rules. It also recommends a uniform DNSH compliance template and derogations where full compliance is not feasible, to preserve environmental integrity while supporting innovation in hydrogen.
