- “In turn, climate finance that has been mentioned several times in the course of today is going to be key for a successful Cop outcome. We have the decision on the new post 2025 goal on climate finance for developing countries that was taken in Baku last year, which is unequivocal in the leading role of developed countries and MDB multilateral development banks to help mobilise finance for developing countries. Yet what we see also as critical is that the decision recognizes the contribution of other countries and actors, and identifies the needed reforms to enhance accessibility and effectiveness of climate finance. So we will continue to encourage all stakeholders to contribute to this effort. Um, with the Back to Belém 1.3 trillion roadmap, we will be identifying, hopefully, measures that are needed to unlock international public and private financing for developing countries according to the assessment that experts are currently undertaking. These measures will be aiming hopefully at creating more fiscal space in developing countries and remove access to access barriers for climate finance. For many of them, in particular small islands, developing states and LDCs. In this context, the operationalization of article 2.21 see Aligning Finance Flows with the goal of the Paris Agreement remains a key prerequisite for achieving the overall goals of the agreement itself.”

- “As you know, currently. Colleagues from the Commission, as well as from the member states are attending the. Subsidiary bodies session in in Bonn. And they are working really hard to make sure that we lay the foundation to have an ambitious outcome at Cop 30 in Berlin. Allow me to highlight what we see as the main priorities for the Cop as we move closer to November, and you will see that these very much resonate with many of the comments that have been raised in the discussions today. Let me start with the NDC ambition. We see Cop 30 as offering and a very important space for conversation on the overall level of ambition of the NDCs. In October, the Secretariat published an NDC synthesis report, and this would be a good basis for us to move forward with all the parties to the Paris Agreement and really promote a dialogue on how we can work to collectively enhance the ambition, but above all, move to implementation in the years ahead. And as part of this conversation, we really see a big opportunity to focus on the positive aspects and impacts of climate action, both at the international but above all, at the national level. And this is the strategy that we we will be pursuing from the European Union side on, on our own NDC.”

- “We will present next week our 2040 targets in the EU climate law, and this will be an important milestone to allow us to communicate. The EU, NDC under the Paris Agreement, including the targets for 2035 that we will be deriving from the 2040 targets and discussions on these are ongoing. Um, we see also the follow up of the global stocktake, the GST as a key priority for Belgium, and we hope to reach an agreement on the crucial components of the modalities of the United Arab Emirates dialogue, as well as on the NDC, uh, on the GST dialogue on the NDCs. Both of these are critical in the context of the ambition cycle of the Paris Agreement, and we remain determined to reach an agreement on this so that we can ensure a very strong follow up of the GST in the international arena and really move the needle to of the implementation of climate action globally. Beyond the modalities, of course, continuing to discuss on pre 2030 mitigation ambition and implementation will remain essential. Adaptation is a top priority for our work in Belgium, and in particular, we're looking forward to completing the work on the two years UAE work programme to deliver adaptation indicators that will enable us not only to monitor adaptation action, but also to assess progress on its effectiveness and then inform the global stocktake cycle.”

- “So we are supporting the creation of a dedicated space in the context of the negotiations, such as, for instance, establishing a work programme which is dedicated to operationalizing article two one see in all countries. And this is indeed important. Just transition is also critical. And we see the work on this file as cutting across mitigation, adaptation and finance for an important outcome that would be including non prescriptive guidelines and principles for just transition, and a catalogue of good practices from which different countries and parties could be drawing on on cross-cutting issues and in particular gender and human rights. We advocate for an ambitious gender action plan, which builds on our previous experiences, but also goes further by strengthening our work on gender mainstreaming, gender budgeting, capacity building, education, women's economic empowerment and intersectionality. Finally, the European Union is also underscoring that the crisis of climate change, pollution, biodiversity loss are all interlinked and that the response to this crisis need to be aligned and in synergy. Therefore, we will be continuing to emphasize the importance of protecting, conserving and restoring biodiversity and ecosystems, and of managing natural resources sustainably in order to enhance nature based climate change mitigation.
