“Then I would like to highlight the importance of national plans and how they will help Member States to address and implement the challenges in environment, energy and environment policy, but also for just transition because next to the green target, there is for the national plan, social targets and of course also to address the adaptation objectives which need also to be implemented with nature based solutions. In that context, for us, there is a very important principle also, which we call resilience by design to ensure that the investments that we are funding with the next MFF are going to be able to face the climate impacts that we are all seeing. Finally, a short point on own resources, which we find are an essential part of the proposal to ensure there is sufficient budget for all our priorities. We believe we have on the table a balanced package on on resources which are supportive of EU policies and notably climate and environment policies. Thank you, Mr. Chair.”

“Thank you, Mr. Chair. Just to compliment from the side of DG clima. So first, Mr. Chair, I highlighted the recent very recent agreement on the, on the climate law. And indeed for us it's very useful to see that the draft opinion recalls that the next MFF needs to contribute to the climate targets that we have now agreed in law for 2030, 2040 and 2050. And in that regard the green spending target in the budget is essential to mobilise a budget to deliver those targets. And next to the green target, also the tracking and mainstreaming methodologies to ensure that all the climate and environment expenditure is tracked, and we can show how it contributes to deliver the climate targets that that we have agreed. Next to that, I would like to mention also the principle to have a single and simple and operational guidance for implementing the do no significant harm principle across the whole budget, and that will also include the need to make clear which activities are harmful to the environment and to climate, and which activities need to be excluded. And certainly the the point that was made on the use of fossil fuel will find its place in this exclusion in the do no significant harm guidance.”
