- “The receivers in the aircraft compute incorrect position. So basically the pilot is misled about his position. So the spoofing is very difficult to detect. And in fact the aircraft remains, so to say contaminated Terminated even after having left the spoofed airspace. Um, very recently, in June, Russia was condemned by ICAO for recurrent incidents for Genesis interference and was requested by the ICAO Council to put an end to this interference. So this is definitely a key priority for Europe. We want to raise awareness about this interference in the Assembly. Uh, highlight the risk and ask ICAO to work on first measures to mitigate against interference, but also to increase the resilience of GNSS. I will not go through in details of the other item under, uh, safety and ATM. You will see the details in the documents that we will transmit to you. There will be a document on the need to increase resilience against hazardous meteorological meteorological events such as severe turbulence, airborne icing, and severe storms. We want also to submit a paper on ATM. The objective to, I would say, promote innovation, interoperability and another document which is really an emerging priority and how to integrate space transport into ATM, into civilian aviation. A second block, which is also a priority also in the current context of geopolitical instability, is security. So we will submit the papers, uh, to basically keep the pace on innovation and promote investment. Also investment in term of workforce professionalization. Uh, we will highlight the importance to work on cybersecurity.”
EU policy on aviation safety · EU competences on space policy
- “Good morning. Many thanks, Mrs. Chair. To give us the opportunity to explain what we can expect from the next ICAO assembly. And I propose that we go directly to the next slide, which will present a little bit the overview of the assembly, which will take place between 23rd of September until the 3rd of October. In fact, we will have more information at the beginning of September. So I would propose and I would suggest to have another presentation to the committee in the first half of September. In fact, the work in the Assembly is very much guided by working papers, which have to be submitted by all delegations by the 27th of July. So we have an idea of the paper which will be submitted by the other delegation, which will have a complete view During the summer break. There is also a system of cost spots, co-sponsorship of working papers, meaning that a delegation can support a paper submitted by another delegation. So we will see a little bit over the weeks to to come. What will be the priorities which are supported by the different delegation. Then this will give a good idea of the dynamic. So as you said, Mrs. Chair, we will be very pleased to see you and six other members of the Parliament in Montreal at the end of September. So the ICAO Assembly is, formally speaking, the highest decision making body in ICAO. It meets every three years, and it brings together all the member states in Montreal, 193 ICAO member states.”

- “And following a system of regional rotation, uh, we can expect that the next, uh, members will be France, Germany, UK, Spain, Italy, Sweden, Switzerland and Poland. You will note that so far I speak about Europe, not the EU, and in fact the coordination in ICAO and the position represent the voice not only of the 27 member states, but the 27 member States, including the agencies, in particular EASA, plus the other member states of the European Civil Aviation Conference and Eurocontrol. So that means that we have a voting bloc of 44 members in ICAO. So as I said, the outcome of the assembly will be the work programme, which will take the form of resolutions which will be adopted at the end of the assembly. So we will have new resolution, but also the the ongoing resolution which we adopted in the last assembly, which will remain valid to continue and support the work in ICAO. So I will present the main working paper that will be submitted to ICAO for Europe. The papers have been prepared under the umbrella of Isac. They have to be endorsed at EU level by the Council. That will take place next week and they will be submitted by Denmark. So the member States holding the presidency of the EU on behalf not only of the EU but of Europe. So basically, and for sure, we will share the documents once they are final and endorsed by the Council.”

- “And as you know, uh, the Commission will submit after the summer break based on the refueled EU Aviation Regulation, which was adopted in 2023, the steep Sustainable Transport Investment Plan, where the Commission will propose measures to support the uptake of SAF, in particular synthetic fuels. Then we have a force bloc related to facilitation with a first issue, which is very concerning the use of aviation for irregular migration. We have seen more and more cases of use of civil aviation for irregular migration. So we want to increase awareness of this phenomenon and to develop mitigation action. We have a second action under facilitation, which is, I would say, more positive. We want to make aviation more inclusive transport system, in particular for people with disabilities and reduced mobility. And finally, the last block relates to economic matters. I would say that the title is probably a bit misleading because we want also to address under this block the social dimension of transport. So in particular the supply chain bottleneck, but also the difficulties in recruiting and retaining staff. So we want to emphasize, let's say, the social dimension of transport and the importance of increasing the attractiveness of the sectors for employment. So this is basically what is on the menu for this assembly at the end of September. Many thanks, Mrs. Chair.”

- “Thank you, thank you very much. So first of all, um, the EU competitiveness of airlines, uh, was highlighted as a very important priority. And I can only agree with this statement. And for that to use eco in terms of, let's say, uh, diplomacy. Um, the question on the review of ETS or the EU mechanism, this is something which is ongoing under the lead of our colleagues from DG uh clima. And it is true that one option which is being assessed is a possible extension of ETS to departing flight from the EU, so to outside, uh, the EU. Um, I cannot say much at this point in time as the evaluation is still ongoing and the proposal is planned to be adopted by the commission, uh, in mid 2026. But it is clear that uh, beside the climate, uh, element, uh, competitiveness of aviation will have to be part of the impact assessment. Uh, what is the global mechanism to address, uh, the, uh, emissions or. I think I've already highlighted that in my presentation. That is Corsia at the level of ICAO. And uh, our whole and really our focus uh, is to strengthen, uh, Corsia so that it is a more and more, I would say, reliable, uh, mechanism reflecting the impact of aviation on climate. Uh, SAF sustainable aviation fuels is, uh, something very important. The question was asked about a book and claims of basically a virtual, uh, market for sustainable aviation fuels. So, as you know, uh, the commission made a report earlier this year and consider that at this stage, uh, it was not, let's say, opportune, uh, to put in place a mechanism of book and claim in particular, because for such mechanism to work, we need a strong reliability.”

- “So next week. So we can go to the next slide which give you an overview of the priorities from the EU perspective. And I would put as a very first priority. Uh, safety and ATM air traffic management in particular in the. Considering the current geopolitical context and the increased concerns on safety. And the very first paper that will be submitted relates to GNSS interference global navigation satellite system interference. So Genesis is definitely a key instrument for the navigation. And we have seen over the past years a steep increase in Genesis interference with clear negative impact on the functioning of the transport system. This affects civil aviation, but not only also maritime and land transport for a reason that you will understand. This affects more the eastern side of Europe, Northern Europe and the Baltic regions. Without going into details, it's good to understand what are the two types of interference with first, the jamming. Uh, in that case, the basically the pilot cannot see where he is. So the genesis of the aircraft does not work as long as the aircraft fly through the Jam airspace. So it's a big problem, but at least in that case, the pilot knows that he cannot count on. The second type of interference is a new threat, which have emerged and increased since 2023. In that case, the pilot is made to believe that is elsewhere than he actually is. So you may imagine how serious it is in terms of safety.”

- “So basically, to promote what we call to promote what we call best in class, uh, aircraft. And, uh, based on this, uh, agreement which was reached recently, the I the next ICAO council will, let's say, set in stone, uh, this new CO2 and noise, uh, standards. We are also, by the way, working on non CO2. Um, uh, impact of, uh, aviation in particular the contrails in the, in the context of ICAO. And the Commission is also working on, on, on studies on this aspect. First of all, to better understand the impact of non CO2 in um, uh, aviation. And finally, uh, yeah, sustainability is very important in particular SAF uh, in the EU. So that will be the focus of the of, of the step to, uh, let's say promote the uptake of production south of SAF stuff in the EU. It's a very important matter for climate, for environmental. But also for autonomy of the EU in terms of fuels and as part of the of this policy. We want also to promote the production of stuff outside the EU, and it will be part of the policies that we will promote in the next assembly of ICAO. I think that with this I've addressed the different interventions.”

- “And we would also like to see ICAO IQ develop guidance on aircraft operation over and near conflict zone. A third block is related to environment. There I would say the objective. The spirit in ICAO will be, first of all, to consolidate the Iki of the previous assembly and in particular what we call the El tag, the long term global aspirational goal of net zero emission for aircraft by 2050. We will strongly reaffirm our broad support to Corsia, which is the ideal mechanism for addressing emissions, the carbon offsetting and reduction scheme for international aviation. As you know in the EU, we have set up a regional mechanism which is called ETS, which is stricter than Corsia, which obliges airlines to reduce their emissions. This is very fine. But first we need to address emission at worldwide level. And on the other hand, we have also to preserve the competitiveness of EU airlines. And for these two objectives we need a global mechanism. And this global mechanism is Corsia. So we are working already now on strengthening Corsia which will be reviewed. But we still want to preserve the basic principle and not revisiting the key design element of Corsia. To be noted that so far, 130 countries are participating in the voluntary phase of Corsia. So the paper that we will submit will highlight the fact that we need to continue to reduce the impact of aviation on climate, with a strong focus, in particular on the uptake of sustainable aviation fuels in the EU and in third Countries the need to support the financing of the development of SAF.”

- “This is a very important moment, as it will, let's say, set the scene for the three years following the assembly. There will be a very concrete outcome of the Assembly with a work programme, which will be adopted by the ICAO assembly in the form of a resolution. And this is the reason why we in particular Europe, will present a working paper and information paper to steer the debate which will take place in these two weeks in Montreal in different commissions technical, administrative, economic, legal commission depending on the subject matter. I should also note the Assembly will approve the budget of ICAO, the final budget of it to be noted that the EU as is not member of ICAO. We have only an observer status. Still, our role is very important there and in fact we have a EU office in Montreal. So the role of the EU is very important to coordinate the EU position and make sure that Europe speak with one voice in ICAO. Another important moment in the Assembly will be the election of the members of the ICAO Council. The ICAO Council is the main governing body in ICAO. It will, let us say, operationalise and steer the operation following the assembly. So it will operationalise, uh, the different uh resolutions. There are 36 countries which are part of the ICAO Council. Every ICAO member state has a vote, and we have eight European uh states which are part of the council.”

- “And first of all, this means traceability of the sustainable aviation fuels. So this being said, this. This point the booking claim is being assessed, let's say on a continuous basis. And in particular will be part of the Sustainable Transport Investment Plan that will be presented by the Commission after the summer break. Um, second point, the social dimension is definitely very important, and I would say that we should take the opportunity of, uh, the assembly, not just through the working paper, but the meeting on the spot, uh, to make this dimension more visible, that it has been, uh, in the past. First of all, we have a document on the inclusiveness of, uh, in aviation, which is very important, but we should also, uh, I would say, uh, promote, uh, policies, which make, as I said, uh, aviation a more attractive uh, for the, for the, for the workforce. So this is definitely a dimension that we. Want to, to promote. And I would say as you we will let's say push. The, the member states, which are members of ICAO, to also take the whole to promote, uh, this uh, dimension, uh, CO2 and noise. Uh, this is something on which we are working, uh, and in particular, um, in one body which is called the Cape, which is the commission in ICAO, uh, for environmental policy, uh, which reach, uh, very recently, uh, an agreement on new standards for CO2 and noise.”
