This is a key Cornerstone of the implementation of the Net Zero Industrial Act system. So it has implications for the resilience contribution. And as I said, I think this is the keystone of the system for the final products and main specific components listed in the implementing act. The Commission is required to provide updated information on the share of the union supply originating in different third countries in the most recent year for which data is available. This means that together with the package of implementing acts, the Commission will present a Commission communication that will provide official information about the shares of Union Supply for as many final products and main specific components as possible. An excessive level of exposure of the union supply of a main, specific component to a third country triggers the application of the resilience contribution and the supply of that component needs to be diversified. I think diversified is the key word also to understand this system. The implementing act on main specific components and the communication on annual shares of supply will be used by Member States authorities to determine for which exact components the resilience contribution must be applied. The implementing act is closely linked to the Delegated Act on primarily used components.”

- “So slide six. Uh, among intermediate products, it's proposed to prioritize steel and aluminium for this first working plan. Both have important climate, energy and environmental impacts and high improvement potential. The specific situation of intermediate products should be highlighted. Said regulating them could have consequences not only on the manufacturing of intermediate products themselves, but also on all final products made of these intermediate products. This call for a careful. This calls for a careful assessment of the potential impacts on the relevant markets, including on the market of the relevant final products. Among the options being assessed to mitigate this risk, the possibility of setting only information requirements will be considered and moreover, the possibility to include in the scope of the corresponding delegated acts. Selected final products containing high quantity of intermediate products will also be carefully considered. Slide six and seven on the energy related products to be included so energy related products, including those already regulated under the Ecodesign directive will be regulated under the Espr in the future. The Ecodesign and Energy Labelling Working Plan 2224 covers 35 products, and its implementation has made considerable progress. This will be described in a staff working document accompanying the Espr and energy labelling working plan for a number of these products. Legislators set a transition period under which the measures continue to be adopted in accordance with Ecodesign directive, until the end of 2026. For the remaining 16 products, the Commission considers that the analysis of improvement potential is still valid, and in most cases it has begun to make necessary preparations. Therefore, it's best to carry these 16 products over to this working plan.”

- “Because the list of components in the implementing act is a subset of the list of the delegated act that Mechtild has just described. The implementing act includes components that are essential to ensure the union's resilience and security of supply for net zero technologies. The methodology to identify the main specific components is based on a multi step approach that has been developed together, together with the methodology of the delegated act. It first evaluates the components contribution to the final product's value. It has to. If it's more than 5%, the component is deemed Maine specific. And the. Then we assess the vulnerability to possible supply chain disruptions. The draft was submitted to a public feedback period of four weeks in January February this year, and presented to member states for comments on February 12th. Following the feedback, around 40 components were added to the original draft list of around 130 components. Today, in the afternoon, there's going to be a third comitology meeting with the member states on the. With I mean, on the on the member states to be held with the net zero technology Committee Committee. The draft implementing act will be voted there. And following this, the adoption process by the Commission will be launched, and we're working towards the adoption as soon as possible. Thank you very much for your attention.”
