- 2026-01-22 “Answer given by Ms Lahbib on behalf of the European Commission 28.5.2026 Written question The Roadmap for Women’s Rights [1] underlines the importance of women’s health as part of gender equality. Challenges persist in advancing women’s access to sexual and reproductive health and rights (SRHR). The Gender Equality Strategy 2026-2030 [2] mentions that women’s health experiences and conditions, such as menstruation and endometriosis, have not received sufficient attention in health research or treatment. In 2028, the Commission will launch a study on the economic and societal benefits of closing the women’s health gap related to certain conditions, such as menopause. This could cover also endometriosis. In order to protect women’s health by supporting and complementing Member States’ health action regarding women’s access to SRHR, the Gender Equality Strategy 2026-2030 announces a mapping of practices and international frameworks in this area, as well as a framework and methodology for systemic data collection to improve the evidence base on SRHR. The Commission has mainstreamed and will continue to mainstream gender in health policy and research. The Commission supports Member States in reducing the burden of non-communicable diseases (NCDs) [3] , including conditions such as endometriosis, through the ‘Healthier Together’ EU NCD initiative [4] with the financial support of the EU4Health programme [5] . The commission also provides targeted funding on women’s health issues [6] — such as endometriosis and polycystic ovary syndrome — under the framework Programmes for Research and Innovation (Horizon 2020 [7] and Horizon Europe [8] ). One example is the project EUmetriosis: Transforming endometriosis care in Europe: an integrated approach to enhance understanding, diagnosis, tailored management and patient empowerment [9] . - 2025-07-31 “E-003159/2025 Answer given by Mr Várhelyi on behalf of the European Commission Measures to support control and eradication of Lumpy Skin Disease (LSD), like compensation to owners for the animals culled in outbreaks, may be eligible for EU cofunding, at a maximum rate of 30% (Regulation (EU) No 2021/690 1 and Commission Implementing Decision C(2023) 8926 2 , Annex 3 3 thereof). The EU co-funding is tranferred to the competent authorities of the Member State concerned after this has been paid by them to the beneficiaries, and the relevant claim has been received and evaluated by the Commission. The Commission proposal for an ambitious and dynamic Multiannual Financial Framework in the direct future (during the period 2028-2034) 4 provides for maintenance of the above mechanisms. Common Agricultural Policy (CAP) Strategic Plans 5 can also support economic mitigation efforts through the restoration of agricultural potential on infected farms or farms suffering from the impact of a preventive destruction of animals. Moreover, the Commission proposed in the CAP simplification package 6 a new crisis measure to support the farmers facing losses caused by specific measures adopted to control, prevent or eradicate animal diseases. The support under this measure shall be subject to a formal recognition by the competent authority of that Member State. As for the long-term solution, similar tools have been proposed for the CAP post 2027 7 . 1 http://data.europa.eu/eli/reg/2021/690/oj. 2 https://commission.europa.eu/document/download/e6150e32-3fa5-4276-923ba36faf4fec1e_en?filename=C_2023_8926_F1_COMMISSION_IMPLEMENTING_DECISION_EN_V3_P1_31 19489.PDF. 3 https://commission.europa.eu/document/download/c69d5f53-6966-420f-86287ff84bf91646_en?filename=C_2023_8926_F1_ANNEX_EN_V2_P1_3132789.PDF. 4 https://commission.europa.eu/publications/multiannual-financial-framework_en. 5 https://eur-lex.europa.eu/legal-content/EN/TXT/?uri=CELEX%3A32021R2115&qid=1757948393327. 6 https://eur-lex.europa.eu/legal-content/EN/TXT/?uri=celex:52025PC0236. 7 https://eur-lex.europa.eu/legal-content/EN/TXT/?uri=celex%3A52025PC0560.”

- 2025-07-28 “E-003117/2025 Answer given by Mr Šefčovič on behalf of the European Commission 1. The Commission has repeatedly acknowledged the importance of providing pertinent, high quality and timely replies to parliamentary questions to enable Members of the European Parliament to carry out their scrutiny role effectively. Parliamentary questions are an integral part of the Commission’s partnership with the European Parliament. 2. Although the timelines for replies set by Parliament in its internal rules of procedure are not legally binding on the Commission, the Commission makes every effort to respect them. Parliament’s services conduct an admissibility check before transmitting questions to the Commission. The Commission can only start working on the question when it is received from Parliament, and it is from this point that the timeline is calculated. In line with the principle of sincere cooperation, the Commission continually seeks to improve the efficiency and quality of its replies by streamlining its internal procedures and processes. The Commission receives 4 000 to 6 000 parliamentary questions annually and responds to each one individually with a reply adopted by the College of Commissioners. Each reply is subject to internal consultation and validation at both service and political levels, ensuring that all relevant policy aspects are considered. This multi-step process ensures that the Commission's replies are legally accurate, consistent with its policies and aligned with its institutional goals.”

- 2025-07-28 “E-003118/2025 Answer given by Ms Albuquerque on behalf of the European Commission The EU does not impose any constraints as to the counterparties or the activities that credit institutions may choose to provide financing to, as long as those counterparties and activities comply with existing EU legislation. Authorising the taking up and supervising the pursuit of banking activities in the EU is an administrative and regulatory process that is handled by competent authorities, not the Commission. While the Commission monitors developments in Member States related to the funding of national political parties, including in the context of its annual Rule of Law Reports 1 , it does not have a general power to intervene in such matters. Member States are competent to lay down the rules regarding the functioning and funding of national political parties, and national authorities are responsible for ensuring compliance with national legislation, international standards and the values enshrined in the Treaties. The Commission supports Member States in their efforts to ensure the fairness and integrity of elections through its European Cooperation Network on Elections 2 , including by promoting a level playing field among political parties in the electoral process. 1 https://commission.europa.eu/strategy-and-policy/policies/justice-and-fundamental-rights/upholding-rulelaw/rule-law/annual-rule-law-cycle_en . 2 https://commission.europa.eu/strategy-and-policy/policies/justice-and-fundamental-rights/democracy-eucitizenship-anti-corruption/democracy-and-electoral-rights/european-cooperation-network-elections_en.”

- 2024-11-19 “E-002581/2024 Answer given by Mr Micallef on behalf of the European Commission Following allegations regarding an Erasmus+ project 1 coordinated by Islamic Relief Germany in 2023, the German National Agency in charge of vocational education and training and adult education conducted thorough checks with the relevant German authorities and concluded that there were no relevant legal findings that would have justified to terminate the project in question. The Commission is politically committed and legally bound to ensure that no one receives EU funding if they are involved in criminal or unethical practices, terrorism-related offences or in other activities incompatible with EU values. The award of funds is conditional to the absence of any exclusion grounds as set out in Article 138 of Regulation (EU, Euratom) 2024/2509 2 . The recent Financial Regulation recast 3 from September 2024 introduced an explicit ground under the Early Detection and Exclusion System to protect the EU values and exclude entities from receiving EU funds if they have engaged in activities contrary to the EU founding values 4 , such as incitement to discrimination, hatred or violence, where it concludes that their integrity is impacted and affects or risks affecting their performance of legal commitments undertaken 5 . The Commission will continue rigorous monitoring procedures through checks and followups on compliance with EU values. The Commission will immediately act on any evidence, by implementing appropriate measures against unreliable entities, e.g. suspension of contract or payments, contract termination, recovery or exclusion from EU financing. 1 https://erasmus-plus.ec.europa.eu/projects/search/details/2023-1-DE02-KA122-ADU-000127773 2 Regulation (EU, Euratom) 2024/2509 of the European Parliament and of the Council of 23 September 2024 on the financial rules applicable to the general budget of the Union (recast) (OJ L, 2024/2509, 26.9.2024, ELI: http://data.europa.eu/eli/reg/2024/2509/oj). 3 https://op.europa.eu/en/publication-detail/-/publication/990fe2a6-8f52-11ef-a130-01aa75ed71a1/language-en 4 These values are enshrined in Article 2 Treaty on the European Union and the Charter of Fundamental Rights of the European Union. 5 Article 138(1), point (c)(vi) of Regulation (EU, Euratom) 2024/2509 of the European Parliament and of the Council of 23 September 2024 on the financial rules applicable to the general budget of the Union (recast), OJ L, 2024/2509, 26.9.2024.”

- “Dear colleagues, the forests are not just a natural richness, a natural wealth. They are an important part of our heritage and our identity. My group and myself are fully engaged in protecting our forestry ecosystem, but not at the price of the sovereignty of our nations. If your intentions or your intentions are sometimes positive, but they do quite often come up to the limit of against what the limitations are of what the European Union should be doing. So we do support the sharing of scientific knowledge and voluntary cooperation between member states, but we should never support centralised, imposed measures. A forestry mapping system with shared data that's accessible to everybody. That's fine, as long as it doesn't create useless costs or additional bureaucratic burdens for our territories. And we are very firm on this point, even if that annoys you. Mr. Giacomo, and your ongoing criticism of our delegation. But everything that's in the ideology of the Green Deal for Uniformization, which removes responsibility from member states. No forests need to remain under the responsibility of our nations, and we will ensure that that continues to be the case. Thank you very much.”

- “Ignoring the people who are defending our industry and our workers and our factories. But today, you're finally discovering what we've been saying for years and years. For far too long, our companies are subject to unfair competition from countries which don't respect the environmental rules and the pay conditions that you impose. Although the measures you've announced are heading in the right direction, they're insufficient. Under the pressure of certain lobbies, lithium steel has been excluded. Why? The Savoyard steel mill is subject to unfair competition from China and therefore difficulties. There are people who are worried, families that are worried, jobs that are being lost. And I'm always surprised to see people like the Republicans coming on the ground pretending to protect the industry. But at the same time, here in this chamber, they support policies that destroy our industry. Where are they when we really need to protect our workers? We can't protect our factories by visiting factories and coming up with pretty words. We have to be courageous. We've got to defend our jobs and the future of our own countries.”

- “Yes, this is urgent. China sells dolls of a pornographic nature, and we're seeing dangerous addiction developing. Everyone understands that we need to act. But one important question remains who decides? Brussels or member states? Families? Parents? 16 years ago, we created digital legislation which was imposed in a centralized fashion. We see a number of risks with that. We see the risk of a generalized surveillance tool and a threat to the sovereignty of states and their educational choices. Finally, the side sweeping of the role of parents. For us, priorities are clear we must protect minors. This must happen through strengthening parental controls, making platforms responsible, and fighting against those tendencies which hold our children hostage. We must not attack our freedoms and our sovereignty. Our responsibility is simple. We need to protect our children now and without waiting.”
