And this means that when the aims are the same. Also, after hearing your comments, then the problems will be in the details as always. But what is really important is that this is not by any means. After hearing your comments, I can conclude that this is not an ideological project and there aren't any ideological disagreements. So it's a question that how can we make sure that in practice the good aims will be will be in force, and when we will see that the real benefits are for the business sector and for also the SMEs. And here we have to be quite hard in our demands towards our own work. We have to look also the details and practical things, and also listen, as you have been saying, the comments and expertise from the Member States, because of course they have the knowledge how they how they are doing businesses nowadays and what are their their solutions until now. So interoperable operability will be the really something which will be important to achieve during this process. I'm sure that after hearing your comments, we can do the work in the timetable. Agreed. And it's important that we have enough time also to look to practical solutions so that this is doable for both for the business and also especially for the local small communities. So ready to start our cooperation between the shadows and quite certain that we will do our work in the agreed timetable.”
Interoperability requirements for digital platforms
- “The same goes for other funds that we'll be discussing in this chamber. Now, third, now this fund should be run by the industry. It's not a pure theory. No. It's for these sectors which are very much aware of the kind of the transformation that they need and that no, this money should be spent on. And yes, these are the towns from my region. These are the towns where this energy transformation is taking place right now. These are examples. And the steel industry. Now it's been suffering as a result of bad decisions that were made in the past. But this sector can be rebuilt as well and all that, thanks to the money that will be spent on a Particular research. But what we need right now is a broader European support. It's not only about the penalties being imposed on those that do not meet some requirements. And finally, one last thing. This is what also what's been included in the report. Now before the fund expires, what you're expecting is the European Commission to present a follow up plan. What? What about the time after the fund expires? Because the transformation will continue. Some of the indicated deadlines or dates will not be met. And I would like to underline how important a tool financial tool that is, as these two sectors are very important, the European Parliament's position, believes that this fund for coal and steel is indeed unique and special, and therefore it should remain within this budgetary structure for as long as the energy transformation is taking place. And what makes this fund special? Well, it's about delivering the promise that the EU gave to the regions which are undergoing the transformation, including the energy transformation. I'm not only talking about the fund because I myself, I come from the Silesia region, which is a good example of just transformation. This very fund is a proof for the fact that we have to invest also in these sectors that are undergoing transformation, transition, that they cannot be closed overnight, the European Council proposed to increase their budget to €120 million and with spending until 2038. And so the EPP supports this position. But my report underlines that some conditions should be met. So first of all, this money should go to the regions that are undergoing transformation. The money should not be spent in big academic centers which conduct research for the search of research itself. No, the money should go exactly to the places which suffer from the consequences of the transformation. Now geographical balance. It's not empty words. No, it's the right glasses, which we should put on when looking at the EU funds, not only when it comes to this particular fund, but also it goes the same.”

But I think that together with this report, which talks about the, um, the fact that, uh, FAS cannot be substituted by other materials, um, that could be addressed by another study, especially looking at the environmental impact, because I think it's very interesting from a scientific point of view. Now, we know about we're familiar with about 10,000 PFAS types today, and actually around 600 of these are used. But of these, only 30 are really hazardous. So I think we could um. Take into account also the fact that substitution of PFAS isn't, um, really isn't, isn't really necessary because, um, most of the time we're talking about nonhazardous They don't enter into that list of 30, the 30 dangerous ones. And if in reach, we could introduce, uh, a sort of, uh, risk analysis where we can state what the true risk of individual PFAS is because, um, if you look at the strategic indicators which you've indicated, there's another way in which the use of PFAS is is determining, and that is in medical devices in the healthcare sectors. These are very broadly used in devices which are extremely important for public health. Thank you.”

**Michał SZCZERBA Good morning to everybody. Yesterday, President Zelensky announced two striking facts about Ukraine's war economy. First, since the beginning of the full scale invasion, more than 50 new types of military technologies have been developed and tested directly on the battlefield. Second, Ukraine has reached a point where nearly 60% of the weapons used by the by its armed forces are now produced domestically. What does it really mean? It means that Ukraine is no longer just a recipient of external support. It has become a country capable of rapidly designing, producing and scaling advanced technologies under extreme pressure. In other words, industrial capacity has has become a decisive factor of survival. This is exactly why advanced manufacturing, especially in defense, must be treated as a strategic sector for the EU. Ukraine shows that the ability to move from innovation to production at speed is not just about competitiveness, it's about security, resilience and strategic autonomy. Poland is well positioned to continue to contribute to this effort. A key element is the UK Research Network, which integrates research and industry and works on defence related technologies, from advanced materials to systems supporting modern armed forces. Institutions like this are essential because they shorten the distance between invention and deployment. The lesson for Europe is clear advanced manufacturing is no longer just an economic sector. It's a strategic capability that will define on security in the years to come. So my question is, could you comment on this? What's happening in Ukraine and how we can use this as a lesson? - “They work in coal basins and steel valleys across Europe that now face the full weight of the green and industrial transition. This simultaneous transition requires transitions, require investment in knowledge, in technology, in people and resources. For this, the Council of the European Union has agreed a general approach for which we have been asked to issue an option. I recommended in my draft report that the European Parliament supports this general approach, which defines a final phase of the Rfc's, during which the annual budget will be increased to 120 million to support RF research calls from 2027 until 2034. The RF research program would then come to the end around 2038. Having. Disbursed all the remaining assets in the current geopolitical and economic landscape defined by a global race for competitiveness, the imperative of industrial leadership and shifting fiscal priorities. Just. Transition strategies for coal and steel industries must involve into comprehensive strategies for regional growth and industrial resilience. The viability of these industrial basins depends on their ability to transform structural changes into comprehensive advantages. The Rfc's plays a critical role in this transformation. This found holds a special place in my heart and the place is called Silesia, the largest coal basin of the European Union. The region that for generations kept the lights on across this continent and the region that today carries one of the heaviest transformation burdens anywhere in Europe. But this fount is money for the Ruhr and the Saar, for Asturias and the Basque Country for Toronto, and Italian steel basins for Linz and Kosice.”

Technology hubs, while neglecting the primary industrial base, is structurally inefficient and corrosive to single market. Geographical inclusivity is a competitiveness argument, not a slogan. The programme must remain industry led. Protocol 37 requires it, and the commission must guarantee it. When evaluating calls before the final disbursement of the RF assets, the Commission must assess what successor mechanism is needed for sector specific coal and steel research. A permanent gap in support for regions structurally dependent on these industries is not an outcome I'm prepared to accept on behalf of this House. Europe cannot demand a deep industrial transformation from its coal and steel regions, while withdrawing the very research instrument designed to make the transformation possible. This file is the freedom to stay written in research budgets instead of speeches. Thank you, and Council has requested the opinion to be issued with energy urgency by the May plenary at the least. In terms of industry, SMEs have faced particular difficulties since Brexit is trading between the EU and the UK and this should be addressed closer.
