According to publicly available information, criminal investigations related to violent acts perpetrated on this occasion have been launched. The Constitution of Ukraine, as well as related legislation, provides for the right to freedom of religion and belief, as stipulated in the European Convention on Human Rights 1 , the EU Charter of Fundamental Rights 2 and the International Covenant on Civil and Political Rights 3 . The responsibilities of the Member States shall include the management of health services and medical care and the allocation of the resources assigned to them. The questions raised by the Honourable Member concern the management of health services and medical care, which are in the remit of the individual Member States. The Commission, however, supports the Member States in the area of public health. In particular, the ‘Healthier Together’ — EU non-communicable diseases (NCDs) initiative 1 supports the Member States in their efforts to reduce the burden of major NCDs, such as cardiovascular diseases. The initiative supports knowledge sharing, the exchange of best practices between the Member States, and activities to improve health literacy and awareness among the population. The EU provides financial support under the EU4Health programme 2 to complement the policies of the Member States by pursuing to improve and foster health, protect people, enhance access to medicinal products and medical devices and strengthen health systems. - 2024-12-17 “E-003000/2024 Answer given by Mr Tzitzikostas on behalf of the European Commission 1. The Commission agrees that addressing driving under the influence of alcohol and drugs is crucial. Alcohol-related incidents account for around a quarter of road deaths in the Union 1 . The Commission supports platforms like the High-Level Group on Road Safety for sharing best practices among Member States and the EU Road Safety Exchange facilitates learning between Member States on enforcing drink and drug-driving laws, including using alcohol interlocks. Directive (EU) 2015/413 2 covers drink and drug-driving offences, allowing easier punishment of non-resident offenders. The proposed Directive on the Union-wide effect of driving disqualifications aims to extend driving bans for such offences across the EU under certain circumstances. Addressing drug-impaired driving is also one of the priorities of the EU Drugs Strategy 3 and its related Action Plan 2021-2025 4 , which call for the implementation of measures raising awareness of the risks of driving while impaired by drugs and further research and innovation of on-site drug detection tools. 2. The rising number of fatal crashes involving electric scooters is also a matter of concern to the Commission. While setting traffic rules is primarily a matter for the Member States, the Commission has supported the publication of guidance for the safe use of personal mobility devices 5 which offers suggestions and good practices to local authorities. Road transport environmental policy
- 2024-12-17 “E-003001/2024 Answer given by Mr Várhelyi on behalf of the European Commission When information becomes available that indicates that a contaminant might cause a health risk to consumers, for example because of its carcinogenicity, the Commission requests the European Food Safety Authority (EFSA) to assess the risk. If EFSA concludes that there is a risk, the Commission can establish maximum levels (MLs) for the contaminant in food under Regulation (EU) 2023/915 1 , which has been done for mercury in fish. In relation to the press reports referred to by the Honourable Member, according to the available official control data, Member States have not identified non-compliances for canned tuna. The enforcement of EU food safety rules and the reduction of levels of contaminants in the marine environment 2 are Member States’ competences. In this context, the Commission has adopted Delegated Regulation (EU) 2022/931 3 and Implementing Regulation (EU) 2022/932 4 setting out rules on the combinations of contaminants and commodity groups (including mercury in fish) to be sampled by the Member States and the sampling strategy, to ensure that they are efficiently targeted in all Member States. Official controls on contaminants in food have to comply with relevant requirements on sampling and analysis, to ensure the reliability of the controls. When the MLs for contaminants in food are exceeded, Member States have the responsibility to take the appropriate actions such as market withdrawals, recalls and other penalties for operators to ensure that these foods are no longer available to consumers. - 2024-12-13 “E-002940/2024 Answer given by Mr Várhelyi on behalf of the European Commission In the EU products marketed with the name ‘wine’ or ‘aromatised wine products’ (AWPs) are subject to strict rules regarding their content and processing. The list of oenological compounds authorised for the production and preservation of wines and the conditions and limits of use, including their function and categorisation as additives or processing aids, is laid down in Delegated Regulation (EU) No 2019/934 1 . Only the ingredients laid down in Regulation (EU) No 251/2014 2 are authorised to produce AWPs. If those products are modified by using additives or processing methods that are not included in the abovementioned regulations, they can no longer be considered wine or AWPs. In this case, those products, including the additives or flavouring contained therein, are examined and regulated by general food law. Concerning labelling, since the entry into force of Regulation (EU) 2021/2117 3 , which amended Regulations (EU) No 1308/2013 4 and (EU) No 251/2014, the requirements of the list of ingredients for wine and AWP are considered compulsory or mandatory particulars, respectively, that must be included in the labelling and presentation of wine and AWP. All additives used in the production of any of these products must be presented in the list of ingredients, in line with Regulation (EU) No 1169/2011 5 . The provision requiring the compulsory labelling of the list of ingredients and the nutrition declaration for wine and AWP guarantees the right of consumers to access information on the substances used in their production, in line with the EU legislation on food information to consumers. - “Thank you. Well, we know that we are a are members that have been elected here representing Parliament. As a lawyer, I cannot accept some of the comments we've heard, especially when it comes to the attacks on these geometric, genetically modified organisms. We have to look at this in criminal terms. And obviously sometimes you're attacking life in Europe. We have discussed what the commission has been doing and the European Parliament. There is this policy for protecting Ukrainian cereals in Romania. The farmers have serious problems with Ukrainian cereals, which are totally genetically modified. We have all sorts of diseases and there are deaths of Romanians. The animals fall ill. And obviously, from the economic viewpoint, there is a situation which means that a lot of Romanian farmers are going bankrupt. So I think we have to focus on what is going on, not authorize the GMOs, but impose customs duties on Ukrainian products and make sure that they don't circulate.”

I don't know whether you're aware, but in March 2022, when the war broke out in Ukraine, Kamala Harris came to Romania and she signed a contract with the then government and the then president, Klaus Iohannis in Romania on the mini nuclear plants, 12 plants to be installed on Romanian territory. Now, these mini nuclear plants are really risky and no countries around the world, no other countries, have accepted them on their territory. United States, Canada, France no one wanted those mini plants. Now, at a time when relations between the EU and Trump led USA are deteriorating, what's your I? What's your impression about these mini nuclear plants, which are also a threat for neighboring countries? Romanian thermal centers that were working really well have been demolished to build these mini plants. One of those in is in a town called Dojkic. What do you think about Russian gas? How long will it take us to be able to replace it? And how much is it going to cost? It would be interesting if you could tell us. How we can marry the aim of having renewables, wind energy, solar energy and the necessary space for agriculture. When we know that we have a growing population, which means that their food needs are increasing as well. Solar panels damage farming land 7 to 8 years after they've been removed for 7 to 8 years. That land cannot be used for farming. My last question for hydro plants. Romania has quite good hydro infrastructure. We have a large percentage of the water in the EU. Please tell me whether it's true or not that the Romanian government, the Romanian government, has announced that the EU has apparently asked Romania to demolish its dams and To demolish these plants, which were built under communism. Huge investment. A lot of money. Hydro energy is renewable. So, uh, I wonder what this is about. What's the aim? Given the nature restoration laws? This is what we've been told at least.”

It has not been demonstrated that there has been a Russian interference in the Romanian elections, but it has been demonstrated that there are have been interferences from Mies van der Leyen to the Romanian elections. Given that she she made so that I got abandoned, another candidate got banned from from running. So with all due respect.”

All I said that from a legal point of view, because this is all I can talk about as a lawyer, as a politician, I cannot tell anybody, do this or do that. I can only tell that person what the choices are. What happens if they get vaccinated? What happens if they don't get vaccinated? More than that. Respectfully, Mr. Stephanos, even you, you cannot tell anybody. Go get vaccinated. Had you been a doctor? Maybe. But you're not. And neither am I. So I will not do these things. I will not give this advice. I leave the doctors to to to give their opinion. And each and every patient decides. And you should know that there are a lot of diabetic people who refuse insulin, but it's their choice.”
Vaccination
- “It is not Denmark that has the highest energy prices. But Romania, although Romania is an energy producer, a large part of this energy goes for free to Ukraine and Moldova. And another part goes to some consortium through various papers and documents signed by Romania, uh, after being forced to do so by the European Commission. So not much left is not much is left in uh, in Romania prices have increased and Romanians are no longer able to pay for the energy prices. Romanians are taken to the streets and they will probably be freezing to death in winter. And I keep hearing about Russia. Russia is this Russia that everyone has heard about Russia? Everyone is fed up with having heard about Russia. So we are talking about green energy. The air that is used to produce wind energy goes through Russia. So how can you stop this phenomenon? Air that flows above Russia goes into Europe. And there's also the Volga River, which is the largest in Europe, which through its channel flows into the Baltic Sea. The Azov see, the Black Sea and so on, thus leading to hydro energy. How can you stop this energy that does come from Russia? Thank you.”
EU approach to energy security (home-made vs import sources)
- “Thank you. Well, I'm a lawyer. I can only speak from a legal point of view. However, my mother is a gynecologist, so if you like, I can give you her number and she can explain these things to you. You mean you want me to talk about vaccination? Vaccination can have positive effects, but it can also have negative effects. I think each and every person should decide personally about this. We should not force anybody to get vaccinated. I listened to your speech, and I think that a doctor should not tell a person you should get vaccinated or you should not get vaccinated, but rather they should give that patient all the information about the positive elements and the negative elements that vaccines can entail, because nothing is 100% positive. So this is, again, the doctor's job. The role of politicians is to talk from a legal point of view, to show the reports and for everyone to decide. Thank you.”

Uh, with all due respect, I believe that we should have the possibility to choose and to have a choice when it comes to vehicles and combustion vehicles. The technology is being under development. You shouldn't put extra pressure on the car manufacturing industry that already, uh, has to deal with the taxes and levies, I believe that you brought the entire Europe on the brink of bankruptcy, and you're distracting from a social standpoint the least.”
Road transport environmental policy
- “You are talking about stabilising the European economy because of the pandemic. Actually, you have only given money to some countries, whereas the other countries, through their citizens, have to reimburse your loans. You should speak to the two rapporteurs who are Romanians and who are members of the parties which destroyed Romania and which determined Romania to take loans at interest rates of 8.9%, and that is the lowest interest rate. Why should my Romanians pay for this? Because they already have a huge debt per capita in order to pay for, um, what other countries benefit from? You are talking about rescuing the European economy, but we have bankruptcies in agriculture, in industry, in Romania. And recently we've witnessed another blackmail from the European Commission to privatize all the enterprises that still belong to the Romanian state nuclear Electrica, hydroelectric Romgaz and Transelectrica, because the two persons destroyed the country.”
EU fiscal rules and oversight of national budgets
- “Thank you. It all sounds great, doesn't it? On paper, it looks great in reports. But please get back down to earth. And with us here, regular people. Please understand that in Romania, over 70% of Romanians live in poverty, 30% of them in dire, in dire conditions. And Madame Lagarde, what you are saying that citizens are being represented here in the European Parliament is a lie because with the exception of a few people, a handful of people who care about citizens and raise these issues, nobody here cares about them. They They care about banks and all these other interests. Please remember that 80% from of Bulgarians do not want the euro. We were talking about the digital euro. But. But organized crime. Uh, this is a gift to them, uh, for they use this money for prostitution, for pedophilia, for drugs. And not only that, please look at the Russian oil paid by India to Russia in Chinese, uh, coin. And we've resolved the historic problems. And, uh, the dollar is going down. The then the BRICs coin is based on gold. What do you what guarantees the digital euro? And please do not forgo cash. Without cash, we will never agree to a digital coin.”
Digital euro
- “Thank you very much, Madam President. Many people say that they have mental illnesses, but they do not have to undergo examinations themselves to attack a colleague and say that you know about somebody's health. Well, I think I would, as a lawyer, put the person who has just spoken in prison. That's defamation. You talk about prevention. You're never going to prevent anything if you work together with big pharma all the time. And then when it comes to the corona vaccine, you saw that when under the Oviedo agreement, article five, if you'd looked at that, you would have seen that the vaccines were experimental and I have seen confirmation of this. This you talk about Cuba being a dictatorship, but Cuba has combated measles, whereas we're seeing more more problems here in Europe. This is a disgrace. What you are doing with vaccines and the money that you are spending.”
Vaccination
- “Thank you. My grandfather used to be a neurologist. I cannot consider myself to be a drinker of any alcoholic beverage. However, I would like to tell you that what you intend through the production of no alcohol wine. Well, you're actually talking about grape must. The first production after grapes are harvested. If you want to sell must, then you can do that. But don't call it wine. May I also remind you that for the control of alcoholism in the first century before Christ, there was a king called Burebista who ruled over territories from Central and Eastern Europe and who at some point banned alcohol, banned wine, and burned the vineyards because the soldiers were no longer, um, productive. Well, of course, this could not be could not last for a long time because people wanted to drink wine. Well, uh, maybe you should reconcile with China and export to China. Drinking regulation
- “Thank you. I will speak Romanian. You speak about spying, about democracy. But let's be serious. Romania. Europe has long left democracy behind. Romania has never had a democracy since. Ever since the Communist age, we used to be registered, spied on. And as a lawyer, I can tell you that all the lawyers in Romania are recorded and spied on. Former President Basescu paid about €500,000 for recording gear to be able to permanently record Romanian lawyers. Absolutely everything going on in Romania, in politics. And I'm not only talking about protecting journalists, but most of the journalists are actually bought by the governing parties. But I'm talking about lawyers, about politicians. I myself, I am constantly monitored and spied. Many of my messages are actually public, but in Romania it is legal. And if it were illegal in court, judges are themselves spied on. And followed and are blackmailed as politicians and Mr.. Mrs. Grapini is right. That is why people no longer want anything to do with politics. Because these are blackmail files.”
Surveillance equipment & spyware

But we have article 30 in the Romanian Constitution that mentions that censorship of any kind is prohibited. Still, we have people who are sent to jail for expressing their opinions because they dare to think, because they dare to issue opinions that are different from yours. Who can decide what is fake news or disinformation? When power gives itself the right to say that some what someone else says is fake news and disinformation. That means we already have a dictatorship. So what's the difference between the leadership of the European Union and the communist regime, who used to impose on us their ideas and their words, and they limited our right to think and speak and would send our parents and, uh, and our grandparents to jail. The DSA has to be cancelled, and we cannot censor the freedom of expression. Thank you.”
