The European Union and Lebanon held their 4th meeting of the Sub-Committee on Transport, Energy, Environment and Water on 16 July 2026, focusing on reforms and EU support in these key sectors. The meeting, co-chaired by Ambassador Mila Jabbour from the Office of the Deputy Prime Minister of Lebanon and Alessio Cappellani, Head of Division for Jordan, Lebanon and Syria at the European External Action Service, took place under the EU–Lebanon Association Agreement framework, following the EU–Lebanon Association Council held in December 2025.

The agenda covered updates on EU transport policies, including the new EU Maritime Strategy and Ports Strategy, and reviewed Lebanon's civil aviation, maritime transport, and land transport infrastructure, with emphasis on reforms to improve efficiency and safety. In energy, discussions highlighted the importance of strengthening Lebanon's institutional framework after the establishment of the Electricity Regulatory Authority, and explored EU support for energy transition, renewable energy production, and regional connectivity.

Environment discussions focused on solid waste management reforms and biodiversity conservation, with both sides committing to sustainable resource management. In the water sector, the EU and Lebanon assessed the Water Sector Recovery Plan and progress toward sustainable water management, acknowledging that progressive tariff revision and increased subscription and collection rates are critical for strengthening the financial performance of Water Establishments. Climate challenges were also addressed, with emphasis on innovative solutions and reforms in environmental protection, energy, and water.

The EU reaffirmed its solidarity with Lebanon and its people in light of the recent conflict, and its commitment to advancing reforms and strengthening institutional capacities across these sectors. The meeting builds on ongoing EU support for Lebanon amid current challenges.
