A notice of meeting and provisional agenda published by the Council of the European Union schedules the Permanent Representatives Committee (Part 2) to meet on 15 July 2026 at 09:00 in Brussels. The agenda includes follow-ups to recent Council meetings, restrictive measures on Ukraine, and home affairs financial instruments for 2028-2034, among other items.

The meeting will discuss follow-up on the General Affairs Council (14 July 2026) and Foreign Affairs Council (13 July 2026), as well as an exchange of views on recent high-level meetings with Türkiye. A possible exchange of views on the review of Ukraine territorial integrity restrictive measures is also scheduled. The committee will prepare for approval of the Council position on the 2027 draft budget, with a decision to use a written procedure.

A significant portion of the agenda is dedicated to home affairs financial instruments for 2028-2034. Coreper will seek a partial mandate for negotiations with the European Parliament on regulations covering Schengen area/border management/visas, asylum/migration/integration, and internal security. The Enhanced Border Security Partnership (EBSP) will be discussed, with a state of play and guidance document (11609/26).

Coreper is expected to agree in principle on a Council Implementing Decision extending temporary protection (from Implementing Decision (EU) 2022/382) until 4 March 2028. This extension would affect beneficiaries of temporary protection from Ukraine.

The non-discussion items annex includes several adoptions via written procedure: a Council Decision on restrictive measures concerning Lebanon, a Council Decision and Implementing Regulation on restrictive measures undermining Ukraine's territorial integrity, and a decision appointing the Director of the Authority for European Political Parties and Foundations. Other items include approval of the ESMA chairperson selection process, adoption of a decision appointing an EU Special Representative for the Sahel, and approval of a letter on Frontex programming document 2027-2029.

The agenda also features information notes on annulment cases related to Belarus and Ukraine restrictive measures, and approvals for third-party attendance at various working parties. The meeting will include a Schengen Mixed Committee policy debate on home affairs financial instruments in the margins.

Stakeholders impacted include EU member states (through budget and restrictive measures), beneficiaries of temporary protection (Ukrainians), EU agencies (Frontex, ESMA, APPF), and third countries (Türkiye, Lebanon, Iran). The decisions on home affairs funding will shape border management and migration policies for 2028-2034, while restrictive measures affect EU foreign policy coherence.
