On 26 June 2026, the Permanent Representatives Committee confirmed the compromise text of a draft Regulation amending EU rules for chemical products (Regulations (EC) No 1272/2008, (EC) No 1223/2009 and (EU) 2019/1009) to simplify requirements and procedures, and authorised sending the offer letter to the European Parliament. The agreement was reached between negotiating parties on 16 June 2026.

The draft Regulation introduces several simplifications. Suppliers must provide a digital contact (e.g., email or website contact form) on labels of hazardous substances and mixtures, accessible free of charge without requiring personal data or app downloads. Exemptions from labelling and packaging requirements for smaller packages are allowed without proving impossibility of using outer packaging or tie-on tags. The relabelling deadline after new data is obtained is extended from 6 months to 15 months. Mandatory font sizes for labels for the general public are set: x-height at least 1.2 mm (or 0.9 mm for small packaging). Advertisement and distance sales requirements are limited to products for the general public, requiring an invitation to read the label and display of pictograms and signal words. Certain label elements (e.g., contact details) may be placed only on a digital label. Transitional provisions allow voluntary application before deferred application dates.

For cosmetic products (Regulation (EC) No 1223/2009), the Regulation clarifies procedures for including substances in Annexes IV–VI and streamlines conditions for exemptions from the ban on CMR substances, including abolishing the food safety compliance condition.

The simplifications aim to reduce burdens on businesses, especially SMEs, while maintaining high protection for human health and the environment. The European Parliament will now consider the text; if adopted, the Regulation will enter into force after publication in the Official Journal.
