A European Commission report published on 24 June 2026 finds that the revised EU tyre label, in force since 1 May 2021, has improved consumer understanding and driven measurable market shifts toward more fuel-efficient and safer tyres, though enforcement gaps and missing parameters limit its full impact. The report, COM(2026)326, assesses Regulation (EU) 2020/740 and notes that 78% of consumers find the label's information appropriate and 94% consider wet grip relevant. Since 2021, rolling resistance of C1 tyres improved by an estimated 5.1% compared to business-as-usual, wet grip by 2.4%, and C3 tyre rolling resistance by 7.3%. By 2025, the European Product Registry for Energy Labelling (EPREL) listed almost 230,000 tyre types, with 81% in the C1 category.
The report highlights persistent challenges. Half of dealers only discuss the label if prompted, and one in six actively discourages reliance on it, citing the self-declaration system. Work on abrasion testing methods for C1 tyres continues, with conclusions for C2 tyres expected in 2027 and later for C3 tyres. Mandatory abrasion thresholds will apply from 1 July 2028 for new C1 tyre models, 1 April 2030 for C2, and 1 April 2032 for C3, under the Euro 7 regulation. The Commission is empowered to adopt delegated acts on retreaded tyres, abrasion, and mileage, but no suitable test method for mileage was available until recently, leaving that parameter unaddressed.
The report's findings carry implications for several stakeholders. EU consumers benefit from clearer information and safer, more efficient tyres, but may not always receive dealer guidance. Tyre manufacturers face compliance costs but see a market shift toward higher-performing products, with innovation incentives. Dealers risk losing trust if they downplay the label, while enforcement authorities must address gaps in market surveillance and self-declaration reliability. The European Parliament and Council will now consider the report, which may inform future delegated acts or revisions to the regulation.
