On 10 July 2026, the EU-Republic of Moldova Association Council adopted a decision establishing a Public Administration Reform Sub-Committee and endorsing the creation of a Joint Consultative Committee between the EU Committee of the Regions and elected local authorities of Moldova. The two new bodies aim to deepen cooperation on public administration reform and local governance, with the Sub-Committee serving as a platform for strategic policy dialogue and monitoring the implementation of Moldova's Public Administration Reform roadmap to ensure alignment with EU standards.
The Joint Consultative Committee will consist of an equal number of representatives from the Committee of the Regions and Moldovan local elected officials. It may submit recommendations to the Association Council and will adopt its own Rules of Procedure. Expenditure for its meetings, including organisational arrangements, delegate participation, and travel and subsistence, will be borne jointly by the Committee of the Regions and the Government of Moldova. The decision entered into force on the date of its adoption.
This institutional step follows the broader framework of the EU-Moldova Association Agreement, which has guided bilateral relations since its provisional application in 2014. The new Sub-Committee and Joint Consultative Committee are expected to facilitate more structured dialogue on governance reforms, a key priority for Moldova's European integration path. The decision reflects the EU's continued support for Moldova's reform agenda, particularly in public administration and decentralisation, areas that have been central to the country's EU association process.
