The European Union Office in Kosovo and the EU Special Representative in Kosovo have invited civil society organisations, private sector associations, academia, and other non-governmental stakeholders to attend online the first meeting of the EU–Kosovo Reform and Growth Facility (RGF) Monitoring Committee, scheduled for 17 June 2026, from 09:00 to 15:15.

The meeting will take place under the EU’s Growth Plan for the Western Balkans, a flagship initiative designed to accelerate the region’s convergence with the EU. The RGF provides Western Balkan partners with a framework to advance their European integration paths through financial support linked to the implementation of key reforms. Kosovo’s Reform Agenda under the RGF outlines a time-bound roadmap for reform steps across five key policy areas: Public Administration Reform and Public Finance Management; Green and Digital Transition; Private Sector Development and Business Environment; Human Capital; and Fundamental Rights and the Rule of Law.

The EU–Kosovo RGF Monitoring Committee serves as the primary body for dialogue, oversight, and coordination for the Facility’s implementation in Kosovo. Its objectives include reviewing progress and the overall state of reforms and investments under the Reform Agenda, in line with Regulation (EU) 2024/1449 establishing the RGF for the Western Balkans; supporting transparency, accountability, and effective coordination among all stakeholders; facilitating exchanges between Kosovo’s institutions, the EU, and other stakeholders to address challenges and optimise outcomes; and promoting inclusive engagement and awareness of the objectives and implementation of the Reform Agenda and the RGF.

Interested online participants are invited to register by 15 June by sending their full name, organisation/affiliation, and contact email address to DELEGATION-KOSOVO-REFORM-AGENDA@EEAS.EUROPA.EU. The agenda and connection link will be shared with registered online participants ahead of the meeting.

This first meeting marks a concrete step in operationalising the RGF in Kosovo, which is part of the EU's broader Growth Plan for the Western Balkans. The meeting will bring together EU officials, Kosovo institutions, and non-governmental stakeholders to review reform progress and coordinate implementation. The outcomes of the meeting could influence the pace of financial disbursements under the RGF and the prioritisation of reforms. For Kosovo's civil society and private sector, the meeting offers an opportunity to provide input on reform implementation, while for EU institutions it serves as a mechanism to monitor conditionality and ensure accountability. The RGF is expected to provide significant financial support to Kosovo, linked to the achievement of reform milestones, which could accelerate the country's EU integration process.
