Kosovo and the European Union held the inaugural meeting of the Reform and Growth Facility (RGF) Monitoring Committee in Pristina on 17 June 2026, co-chaired by Kosovo's Chief Negotiator Jeton Zulfaj and European Commission Head of Unit Jiri Plecity. The committee reviewed progress on Kosovo's Reform Agenda and investment projects under the RGF, the financial instrument of the EU's Growth Plan for the Western Balkans, with participants including Kosovo institutions, the European Commission, civil society, trade unions, business associations, local authorities, EU Member States, and development partners.
Discussions covered public administration reform, public finance management, rule of law, green and digital transition, private sector development, and education and employment. Both sides stressed the importance of implementing all 111 reform steps and noted that a grace period for 13 steps worth €90.8 million expires on 30 June 2026, while a grace period for 27 steps worth €165.9 million expires at the end of December 2026. Kosovo reaffirmed its commitment to accelerating reforms and strengthening institutional capacities for EU assistance absorption. The European Commission welcomed Kosovo's progress and underlined the need for timely implementation, including actions requiring a fully functional Assembly and mandated government. The parties agreed to better institutionalise civil society's role in the Monitoring Committee.
Under the EU's Growth Plan for the Western Balkans, Kosovo stands to benefit from €882.6 million in EU funding, one-third in grants and two-thirds in favourable loans. The EU has invested over €3.7 billion in Kosovo since 1999.
