The EU Council's Working Party on Land Transport is scheduled to meet on 14 July 2026 at 10:00 in Brussels to advance technical scrutiny of two legislative proposals: amendments to the Roadworthiness Package and a reform of vehicle registration documents, according to a notice of meeting and provisional agenda published by the Council on 8 July 2026.
The meeting will begin with a debrief from the first and second informal technical meetings (ITMs) on the Roadworthiness Package, held on 8 and 13 July respectively, followed by an examination of a four-column document (ST 11343/26 + ADD1 + ADD2). The package aims to update EU rules on periodic roadworthiness tests for motor vehicles and their trailers, potentially affecting vehicle owners, testing centres, and national transport authorities. The Working Party will then follow up on the vehicle registration document reform, building on discussions from the Working Party of 7 July (ST 11331/26 + ADD1 to ADD3), which seeks to repeal Directive 1999/37/EC and modernise registration procedures. Under any other business, the European Commission will provide information on EU preparations for updating UN rules on ADR (dangerous goods by road) and ADN (dangerous goods by inland waterways) for 2027.
The meeting is a technical-level session where member state delegates will scrutinise the texts and identify outstanding issues before the proposals can advance to the Committee of Permanent Representatives (Coreper) and eventually to the Council for adoption.
