The Commission stepped up actions on crime prevention through the ‘EU Roadmap to fight drug trafficking and organised crime’ 1 and is engaging with stakeholders to strengthen cooperation among competent authorities and with internet companies through the EU Internet Forum 2 . The Commission presented the ProtectEU Internal Security Strategy on 1 April 2025 3 and announced that it will develop an Action Plan on the Protection of Children against Crime, encompassing the online and offline dimensions. In addition, the Commission adopted the ‘BIK+ Strategy’ 4 to protect and empower children and young people online, designed ‘A comprehensive approach to mental health’ 5 and will carry out an EU-wide inquiry on the impacts of social media on mental health and wellbeing, focusing on young people. 2. Under the Digital Services Act (DSA), online service providers must take appropriate measures to ensure a high level of privacy, safety and security for minors 6 , and the Commission is preparing Guidelines. Providers of very large online platforms (VLOPs) and search engines (VLOSEs) must assess the risks that the design and functioning of their services may have on minors, adopt proportionate and effective risk mitigation measures, and submit a risk assessment report yearly. 3. The Commission has opened formal proceedings to assess whether TikTok, Facebook and Instagram may have breached the DSA in areas related to the protection of minors. - 2024-12-04 “E-002749/2024 Answer given by High Representative/Vice-President Kallas on behalf of the European Commission As noted in the Commission’s report 1 on the implementation and application of Directive (EU) 2015/637 2 , crises resulting in requests for consular protection have increased in frequency and scale. The COVID-19 pandemic, the crisis in Afghanistan, Russia’s war of aggression against Ukraine, the conflict in Sudan, the Middle East crisis, and other similar crises demonstrated the capacity of the EU to coordinate Member States’ efforts to provide consular assistance to unrepresented EU citizens. This includes concrete logistical and financial support by the Commission to Member States in evacuation operations under the Union Civil Protection Mechanism. The Strategic Compass for Security and Defence 3 adopted in March 2022 sets out how the European External Action Service’s (EEAS) ‘crisis response mechanisms, our consular support and field security will also be reviewed and strengthened to better assist Member States in their efforts to protect and rescue their citizens abroad’. The EEAS and the Commission continue to support EU consular crisis preparedness and response. In December 2023, the Commission adopted a proposal 4 to amend Directive (EU) 2015/637 to facilitate consular protection of unrepresented EU citizens. Russia-Ukraine conflict (10th term)
- “And thank you very much, chair, and sorry for being late. Um, I just came directly from the airport, and maybe some of the thoughts have already been addressed. Um, Turkey is. It's very clear. I mean, that it's a close partner to to European Union and many member states, but it also feels like sometimes that there are due to the context of Middle East, um, the eyes are closed to, uh, the the actions of the AKP government, both within Turkey but also within our own union in Turkey. We see how how opposition leaders are jailed. Um, uh, Imamoglu and many others are still still in jail without any success. Uh, for years now of, uh, of making having them released at the same time as we know that the AKP led government is targeting dissidents. I mean, a couple of years ago, I think it was two years ago, my own name was in Turkish media claiming that I was up on the mountains and fighting with the PKK. Um, which is absurd because I came to Sweden when I was six years old. I must have been very, very, very young when I was with the PKK up on the mountains.”
EU-Turkey relations
- “(17:45:04 – 17:49:45): Thank you very much, chair. And, well, I must say that I agree, of course, on the importance of this proposal, and it is indeed the fact that illicit use of firearms is a threat to European security. And I think I speak for everyone when I say that it is an important proposal as it is the first under the internal security strategy, Protect EU, which was presented last year.
It is a part of both preventing the growth of organized crime and combating also the organized crime and their dangerous activities that have increased in many member states. I come myself from a country where organized crime, unfortunately, has been on the rise for many years, both offline and online. So we have a big work to do as in both preventing and combating.
The criteria set out in this framework, as of the UN protocol of 2001, including now in the regulation are sound as I believe firearms should never be considered like goods like any other under the single market. So it's important that we are acting from the side of the European Union and differentiate what is good and what is actually and should not be seen as good as any other.
Considering the development in recent years, including the increasing use of firearms by criminal networks and the growing reliance of organized crime on illicit firearm flows, including also unfortunately terrorists also accessing. It is indeed timely to define the euro crime and harmonize penalties across the union in order to address it collectively and avoid foreign shopping.
I have carefully, together with my team, of course, reviewed the impact assessment. It shows that in line with the UN protocol as well as the regulation and the directive, all member states have criminalized such conducts. But there are significant differences in penalties and prison sentences ranging from a few months to up to 15 years. So there is quite a lot of need for harmonization also. So it doesn't look too different in the different member states.
And therefore, also to ensure that the proposal becomes a bit clearer before we start our work, I have three questions to start with. The first question, my concern is the main innovation of the proposal, namely the criminalization of the illicit dissemination of blueprints. Is there a way to detect such dissemination online and stop it at the request of judicial authority as is done in other areas of crimes?
My second question relates to the most common offenses reported by the member states and the level of associated penalties. In the proposal, the manufacturing, possession and trafficking of firearms essential components and ammunition appears to be treated equally without differentiating or differentiation in severity. Can you please elaborate on that how come that there is no differentiation?
And then finally, I note that not all member states have established a national firearms focal point. What is the current state of play and what challenges are preventing their effective establishment?
And just to conclude, once again, I think it's a very important proposal. And then and I also look forward, of course, to work with the shadows on this proposal as soon as possible because organized crime, unfortunately, always one step ahead of us, and we need to ensure that we are also rolling up our sleeves on different levels, on local level, regional level, national level and European level. And on European level, we can do what we can do, and this is one of the important steps. Thank you. Thank you, missus Insir. Missus Sipala.”

- “Colleagues, I am tired. Tired of cherry picking and tired of hypocrisy. Debate of the debate. We talk, yet no concrete actions are taken against the Israeli far right government. What business as usual is contributing to is complicity. And yes, Commissioner, it is important to help out to build up Gaza again. And it is important to support the Palestinian Authority. But equally important, it is to ensure that Israel stops committing its crimes, stop destroying Palestine, stop killing Palestinians, stop demolishing and confiscating EU funded projects and Instructors, so I will not ask what more Netanyahu must do for the EU to act. The time for statements is over. The time for action is long overdue.”

I want to ask a question also in my capacity as rapporteur for the proposed directive on illicit trafficking of firearms and other firearms related offenses. In IUCTA 2026 highlights the growing use of encrypted platforms and dark darknet forums by criminals.
So my question is, will Europe see the dissemination of blueprints for 3D printed firearms as a growing threat in this environment? And do law enforcement authorities currently have the tools needed to detect and investigate such activity effectively since it is quite a new kind of phenomenon?
And as I understood also, almost none of our member states except Netherlands have any kind of legislation to even start to address this? Thank you.”

If men can take their share of responsibility at home, maybe we women would be able to give birth and be free to work at the same time. I have two questions. The first is regarding Palestine, the packed list Palestine as one of the key partners, which is which of course we most welcome. But given the continued Israeli obstruction of physical movement, permissions and trade, how will the pact ensure unimpeded support to Palestinian society in the West Bank as well as Gaza? What preventive measures will be in place to counter external restrictions, including settler violence? And the second concerns Syria. And I remember 2006, first time I was running for office for the municipality of Gothenburg. I used to get letters home saying you're not Swedish. Swedish children first go back to your home country. Et cetera, et cetera. And many years later, I still get those kind of letters, mostly via email. But there is one big difference. Back in 2006, everything was anonymous. Today, everybody signs with their first name, last names, some, even the rights, their phone numbers and home addresses. So what I'm saying with this is that racism has become so normalized in our union, but unfortunately also here in our Parliament, with one third of our Parliament constituting or coming from the far right movements, far right parties, which also reflects the development of policy here in the Parliament and also the discussion. So my question to the Commission primarily is are there any discussions on concrete Legislation that is going to be put on the table. And the second is also how come? That the coordinator of anti-Semitism has been moved to the Secretary General's. Office in the Commission, while the anti-racism coordinator is still under the. The Commissioner for equality.”
EU policy on integration and ethnic, racial and religious discrimination

- “We face serious challenges to our security and to our fundamental rights. So organized crime is a cancer that poisons our societies and robs our children of a safe and hopeful childhood. We must ensure that the European Union is fully equipped to both prevent and fight these threats. That is why the committee has proposed to strengthen Europol, Eurojust and the European Public Prosecutor's Office, the EPPO with larger budget and more staff. Without the right resources, these institutions cannot deliver on the promises we make to our citizens. The EPPO plays a vital role in protecting the EU's financial interests in investigating and prosecuting crimes like VAT fraud and corruption that steal from us all. But today it remains chronically underfunded, funded. That means crimes go unpunished and stolen funds remain unrecovered. This cannot continue as we step up our efforts. We must never lose sight of our fundamental rights. Security and justice must, must always go hand in hand.”

So my question here is, um, put the cooperation aside. Um, and while the European Union has been closing their eyes, I mean, there was a couple of years ago a case in, in Paris, even 2013, where three women, Kurdish women were killed. They were killed. And everything indicates on that. It's linked to the Turkish government. I mean, we cannot continue as business as usual. And it is threats. We see threats online against its own population and dissidents abroad, but also we see it offline. Um, and often also the online threats turns into to to offline threats and concrete violence as pure killing of of people. So yeah, my question is, what do we do to raise this issue and not continue as business as usual? Because this cannot this cannot continue going on. Thanks.”

- “Colleagues. Commissioner. Eu's budget for a changing world requires EU's courage for a better world. International institutions and civil society organizations are essential for a better world. The ideas that has influenced us since after the Second World War. There must not be any underfunding of EU external action, particularly in crisis affected regions like the Middle East. The humanitarian catastrophe in Gaza calls for immediate and long term engagement. Once a political agreement for reconstruction is in place. We must be ready with a robust, predictable financial instrument dedicated to Gaza's and the whole to Gazans and the whole Palestinian people.”

The first one is you said on the question concerning Gaza that the only the one causing the damages should be the one paying it. We know since many, many years back back that Israeli military and Israeli settlers, uh, confiscate and demolish EU funded projects. How do Israel is Israel being held accountable to ensure that every cent of our EU funded project is also being, being paid back for or restored. The second concerns Syria. We are funding the new government, which for many of us is doubtable and. With quite a significant amount of financial support. However, of course we need to ensure that Syria is on the right path. Uh, my question here concerns how do we ensure now when we are supporting the government with quite significant amount of support, financial support, that they also live up to the political demands? Because right now the alarms that we are getting is that minorities are actually not having that support, uh, that, that they are in need of. And we don't need a new dictatorship regime in in the Middle East. We rather need to support democratic forces and not only put our money towards a government where we hope that the government will choose the right path. Um, so and I mean, in the end, democracy doesn't mean the dictatorship of the majority. It also means the protection of minority. Thank you.”
Relations with Israel - Palestine
- “Colleagues, commissioners, thank you for the action plan. Some act as internet is a safe space to act in a way that they would never, ever dare to do in a in the offline world. Honestly, I am shocked by the behavior of some grown ups. Even grown ups in here, in this Parliament and their actions on online platforms and social medias. We need to act in defence of our societies and also in defence of our children. Preventing and combating cyberbullying is our joint duty. There is not one magical solution. There are many, but it is important to take a step towards an age verification on social media platforms for all our Member States, and it should cost for the social media to not act. Enforcement of the Digital Service Act is essential and so is an AI act in function. We cannot let our children be taught their worth through heinous words of others, sometimes even the words of grown ups on online platforms. Inactions would sentence our children to live, to live lives in despair. And I know that we can do much better than that.”
Safety features & content control for child protection online
- “And during the last mandate, we adopted the first legislation to to regulate, regulate. Uh, and now it's yet again under discussion on changing the legislation, even though I must say, my I'm personally critical to open up a legislation that we newly adopted. Nevertheless, we will be talking about artificial intelligence tool here today. So I'm pleased to have two honourable guests with us today, Miguel Landeros, secretary general of the Chilean Chamber of Deputies, and then Lorenzo Mannelli, director general for information technologies and cybersecurity, DJ tech, European Parliament. Artificial Intelligence

The 1st is about the TCO regulation, the terrorist content online regulation. Would you say that and this goes to the speaker that find find it that he would be able to answer it. Would you say that the TCO regulation is being implemented as it should be implemented, swiftly? Because, I mean, most of the, nowadays, at least most of the recruitment into terrorism for organized crime and a lot of other kind of heinous, violent organizations and networks, are done through online platforms.
The 2nd is, could you, are there any countries in the EU that you would say is a role model in how to both prevent and combat, terrorism both offline and online. Thank you.”
Privacy & detection of online child abuse
- “It is unacceptable that a handful of powerful online platform shape what our citizens see, while their algorithms amplify lies, fuel polarization, and distort public debate. The Digital Service Act gives us the tools to hold them accountable, but without enforcement it is meaningless. It is also crazy that there are people in here from the far right who are defending these platforms, and they are super rich friends instead of defending our democracies. Member states have even exposed coordinated disinformation campaigns designed to interfere in EU elections and undermine trust. The European Democracy Shield must protect our people, our democracies and our elections against threats coming from the platforms meta, Tik Tok, Tik, Tik Tok and X and other spaces. With power should come accountability and responsibility. And this is something that these platforms refuse to understand and more even accept. We need rapid crisis response tools, real oversight of platforms, algorithms and cooperation with fact checkers and civil society. Democracy. Democracy will not defend itself. We must defend it.”
Disinformation & online freedoms
- “Sometimes I wonder if the Commission thinks we are a Mickey Mouse Parliament. Two years have passed since the Parliament's committee issued forceful recommendations to combat the illegal use of spyware within the EU. Yet two years on, the Commission has utterly failed to take decisive actions. It seems like we have a Mickey mouse commission because it is either that or that the commission refused to defend the people of Europe and uphold democracy, rule of law and human rights. In fact, some member states, such as Italy and Hungary, are now in an even worse state than before. Hungary has been caught spying on EU officials and Italy on activists, clear violations of fundamental rights that remain unpunished. The European Media Freedom Act was taught, but it protects only journalists and only narrowly. What about political opponents? What about activists, lawyers? Ordinary citizens? It is high time for bold, unwavering actions from the Commission. Accountability must be enforced and member states must be held to strict standards. It is time to end the Big Brother Their society. Some of our member states have turned into.”
Surveillance equipment & spyware
- “Honourable members. Our open free societies are faced the threat of cyber attacks. Sweden is no exception. We saw that in Stockholm and Gothenburg in recent months. Hundreds of thousands of workers in care, the care sector and schools saw their personal data lost. We cannot sit back, arms folded. We need local, national, European response. During the summer, Swedish authorities managed to stave off a pro-Russian cyber attack. We need more resources for a European centre. We need more funding for Europol cyber security Office and we need our own resources here. I would like to hear the far right in this chamber taking this debate seriously, not passing themselves off as victims here. They play the victim and it's getting old and tired.”
Scope of EU cybersecurity obligations
- “It is honestly difficult to understand how a debate on a legislation about protecting children from sexual abuse has been turned into a debate dominated by so-called chat control lobby. Yes, I have seen colleagues back in 2021 who voted in favour of the temporary derogation, then changed their mind after the campaign kick started. Protecting privacy and protecting children's safety are not mutually exclusive goals. Online platforms cannot continue being wild and west right now, the strength of the chat control lobby has made many forget what this discussion is really about. It's about children being sexually abused online. The The crimes are growing. Victims are increasing. Today's classrooms and schoolyards are not only physical spaces anymore. They are also digital spaces. For every child in Europe, we need strong and long term legislation that protects what. We should be able to agree on the safety of our children.”
Privacy & detection of online child abuse
- “Thanks to all our three speakers, and thanks to the colleagues who also have participated in the discussions. And everybody else, of course, also, uh, and then we'll turn to the next theme of today and the next theme. Then I turn to the left. The next scene will be focusing on interparliamentary cooperation for the development and use of artificial intelligence tools. So we have many challenges. One is climate change, of course, and the impact that the climate has. And the other is AI. Who is that is a very speedily being, um, um, being um, be uh, being, uh, what should I call it? I lose the words now in English. I'm thinking in, in Swedish right now. But being developed, that's the right. That's the right word. And of course, AI is can be a challenge, but it can also be an asset. Artificial Intelligence
- “What a mad world we live in with AI tools like grok AI creating fake naked images with public materials. Well, these are nonconsensual, sexualized images spreading in an uncontrolled manner on the internet. People are being affected, including politicians, but mostly women and children across the EU. You have to think about the the people who want to hurt others and the mass spreading of these images. It's the tech oligarchs like Musk and Zuckerberg that are earning billions on deepfakes on their platforms. The only thing that can stop that is clear and coercive legislation. So if you listen to the EPP group and the Swedish moderates and Christian Democrat. All they want is deregulation or what they call simplification. That's what they want to see in the digital world. It's just absolutely incomprehensible. Let's protect Europe's women and children and girls, not just the tech oligarchs.”
Digital platforms liability for harmful and illegal content
- “Thank you very much, chair. And thank you, High Representative, for being with us today. My question concerns Turkey. As we all know, um, EU has a very close relationship with with Turkey in many different ways. At the same time as the situation in the country have been deteriorating. We see, uh, opposition leaders of the opposition leaders being jailed. It was then it was Imamoglu. And it just continues. However, not long time ago, the peace process between PKK and the AKP government started, um, where which it led to the dissolvement of, of PKK, which is, of course, an important step. However, we haven't seen any steps being taken from the side of the AKP government towards long sustainable peace in Turkey. So what is the European Union and what are you doing to ensure that both sides are taking their share of responsibility to ensure both peace, but also pave the way for a democratic future of Turkey? EU-Turkey relations
- “Power is not licensed to abuse. It's a responsibility to uphold rules and fairness, something Google and its peers should have realized by now. Abuse can never be tolerated. Not by anyone, not by individuals, not by states, not by institutions, and certainly not by giant tech giants who refuse to take responsibility on their own. It always seems that accountability must be forced upon them, and that is a shame. Their creed is simple money rules. It is capitalism in its worst form when trying to crush fair markets. For too long, Google's power in the ad market has crushed fair competition. It has bled local publishers And dried them, weakened investigative journalism and shaking the very core of editorial independence the life blood of a free press. It violates the core of the European Media Freedom Act transparency, diversity and independence in media. Finally, some courage the Commission setting limits for one of the world's mightiest corporations at last. This isn't just about markets. It's about a society we stand for. Digital markets must be built on trust and fairness, not act. If its platforms are Wild West. When they fail, democracy must act. Let this be a turning point. Let it remind us that technology and platforms must serve democracy, not rule it.”
EU rules on digital competition
- “Thank you very much, chair. And thank you, Commissioner, for being here with us today. I'm not a member of Conte, but I had the possibility to join the meeting as the rapporteur for the opinion in Libya. I do also believe that we need to have a just a point on the the dialogue with other countries also, sometimes countries that unfortunately we disagree with on quite a lot of things. I do believe that we need to have dialogue, but I also believe that we it depends on what kind of dialogue. For example, in Sweden, my government. Had had a cooperation with the Somalia government. The government in Somalia, a government who is pro-hamas anti-Semitic. And they promised them €10 million. So 100 million Swedish crowns in in exchange for deportation of of, uh, a few, um, citizens of Somalia. So when we have a dialogue with other countries, we need to know what kind of countries it is, of course, and what kind of dialogue and what we fuel those countries with. We don't even know where these €10 million approximately have really, really went to. Um, so but to my questions, um, some of the questions or the main question was about the migration pact and asylum and some most of it has already been answered. To my main question on that was on the implementation. How do the commission follow up on the implementation in the Member States so that it is implemented as it should be implemented so accordingly. And then I have a question on on Europol. I know that there are plans to make Europol more operational at the same time as far as I know.”
Asylum & border control
- “The European Union must stand firm and unwavering. In the face of threats and intimidation, while the United States remains a vital trade partner as being said by many other colleagues here. And they are also a key global actor. Recent signals from the US and the Trump have made it clear America is not. Is no longer what it used to be. Therefore, EU can't act as it used to act. As Europeans, we must be unequivocal. We will not accept trade agreements founded on blackmail or threats. The far right, both in the US and in here in Europe, in our parliaments, are eager to undermine our standards, to roll back. Protection of consumers, workers and our climate all to serve oligarch interests. The EU must, however, negotiate from a position of strength, transparency and integrity. We owe it to our citizens to defend our values, to defend our model and to defend our future. We must stand united and we salute because our strength lies in our unity and in our unwavering commitment to our principles.”
EU-US trade relations
- “And please do correct me if I'm wrong on that. But the dialogue I have had with Europol is that Europol do not want to go towards becoming more operational, but they want more support for the work that they are doing right now. So they are underfunded and understaffed in this context also. I have a question on Cepol, which you also mentioned. And Cepol is very important when it comes to the training of police officers, not, at least in our Member States in the application or the, the, the to ensure the same application of legislation all around the member States as well as, uh, sharing best practices and supporting, of course, the the national law enforcements. Uh, how, uh, what is the vision for, uh, for this support for, uh, for, for cepol. So further support there and then finally, um, there has been, of course, the last month, but for a few years now, quite a lot of discussions about access to documents and access to, uh, to documents concerns all areas of the work of the commission, but also other institutions and the legislation. 1049 slash 2001 the access to document legislation. There was a proposal for revision of it, but the proposal for revision of it was withdrawn because it was stuck in the member states. So in the Council, what are the the plans for proposing, proposing, strengthening of of access to documents now, when, uh, when the revision proposed revision will be withdrawn. Thank you so much.”
EU law enforcement cooperation in criminal matters
- “On the second day of the mission, the delegation reviewed capacity building efforts with partner countries in the Western Balkans, Eastern Partnership region and Southern Neighbourhood, including specialized training and mentorship programs. These efforts strengthen external cooperation, support regional stability, and contribute to shared security interests. We all know that criminal gangs do not see any borders, their activities, and therefore also, of course, we need to work cross border in order to both prevent and combat. And in conclusion, our mission reaffirms Singapore's strategic importance in the EU's internal security framework. The agency plays a vital role in enhancing professionalism, cooperation and shared practices among law enforcement practitioners throughout the whole union. As member of committee, we should continue to support efforts, particularly by advocating for sustainable resources increases and enhanced cyber security, resilience and further integration of fundamental rights and data protection across the training activities. And I look forward to working with all of you to ensure that European Parliament reinforce its oversight and support to Cepol. I know that we many times put focus on Eurojust, Europol and many others which are equally important. But after the visit to Cepol, I must say that it was an eye opener when it comes to the importance of cepol. Thank you.”
